As experts in healthcare IT experts, Apex is committed to building systems for healthcare organizations to seamlessly communicate and exchange data across different systems and devices.\nSummary:\nGoldbelt is seeking a Program Manager to support the Naval Medical Research Command's implementation of its Science and Technology Reinvention Laboratory Personnel Demonstration Project, or STRL Lab Demo.\nThe Program Manager will lead planning, coordination, and implementation activities supporting the transition of approximately 270 civilian employees across eight research and development commands from the General Schedule personnel system to a performance-based STRL personnel management and compensation system.\nThis position requires direct experience with STRL Lab Demo implementation, including personnel system design, pay-band conversion, performance-based compensation, position classification, and Federal human resources processes.\nWork Arrangement: Primarily onsite; remote or ad hoc telework may be authorized by the Government\nResponsibilities\nEssential Job Functions:\nLead development and execution of the NMRC STRL Lab Demo implementation plan. \nProvide subject matter expertise in STRL personnel-system design and implementation. \nDevelop recommendations for career paths, job levels, pay bands, contribution factors, and performance levels. \nLead development of NMRC-specific Internal Operating Procedures. \nSupport conversion of existing GS position descriptions into the STRL Lab Demo classification framework. \nProvide expertise in converting employees from GS classifications and pay structures to STRL pay bands. \nCoordinate implementation of the electronic personnel-management solution with the Software Engineer/Developer. \nCoordinate workforce communication and training activities with the Instructor. \nSupport mock pay pool preparation and execution. \nSupport the initial performance-rating cycle and analysis of results. \nAssist in establishing program metrics and processes for ongoing assessment. \nManage schedules, deliverables, risks, quality control, staffing, and corrective actions. \nPrepare implementation reports, recommendations, executive briefings, and related documentation.\nQualifications\nNecessary Skills and Knowledge:\nStrong technical-writing and executive-briefing capabilities. \nMinimum Qualifications:\nMaster's degree or higher in a relevant field, or equivalent experience. \nMinimum 6 years of relevant professional experience. \nMust have led at least one full-cycle STRL Lab Demo implementation for a U.S. federal agency. \nDemonstrated experience with:STRL Lab Demo system design. \nPay-band conversion. \nPerformance-based compensation systems. \nPosition descriptions and classification within a STRL Lab Demo environment. \n\nU.S. citizenship. \nAbility to satisfy the required Tier 3 background-investigation and Government-access requirements. \nPreferred Qualifications:\nDepartment of Defense STRL experience. \nFederal civilian human-capital transformation. \nDevelopment of Federal Register Notice implementation procedures. \nPay-pool design and execution. \nFederal workforce analytics and performance-management assessment.\nPay and Benefits\nThe annual salary range for this position is $135,000 to $140,000.\nAt Goldbelt, we value and reward our team's dedication and hard work.
