This position plays a critical role in engineering and maintaining identity, credential, and access management (ICAM) solutions that secure the Defense Health Agency’s infrastructure across both on-premise and cloud environments.\nKey Responsibilities\nDesign, document, and implement enterprise identity, access, and credential management solutions in compliance with DoD ICAM standards.\n\nEngineer and maintain directory services, including Active Directory Domain Services (ADDS), ADLDS, and Secure DNS aligned with DHA baselines and DISA STIGs.\n\nSupport PKI infrastructure: middleware (ActivIdentity), Validator Suites (Axway), and CA migration activities per DoDI 8520.02.\n\nMaintain PKI Certificate Validation Suites and issue certificates across LAN/WLAN and Med-COI environments.\n\nEngineer secure identity management solutions integrating with SaaS and resource partners across hybrid cloud and on-prem environments.\n\nImplement PKE solutions utilizing X.509 certificates to support MHS applications and ensure compliance with DoDI 8520.03.\n\nResearch and develop scalable system-level software solutions using advanced computer science and mathematical principles.\n\nCollaborate across engineering, cybersecurity, and systems teams to ensure successful integration of identity services into mission-critical systems.\n\nPreferred Tools & Technologies\nMicrosoft Active Directory, ADLDS, Secure DNS\n\nDoD PKI / Internal Medium Assurance (IMA)\n\nActivIdentity ActivClient, Axway Validator Suite\n\nDoD ICAM Reference Architecture, DoDI 8520.02 / 8520.03\n\nPowerShell, LDAP, X.509 utilities\n\nRemedy Ticketing System\n\nMicrosoft Windows Server OS\n\nDISA STIG compliance frameworks\n\nMinimum Qualifications\nMinimum of 5 years of experience in systems development, identity engineering, or PKI/PKE infrastructure within a federal or DoD environment.\n\nProficiency in designing and implementing directory and identity services at an enterprise level.\n\nDemonstrated knowledge of DoD ICAM architecture, PKI validation processes, and certificate-based authentication solutions.\n\nStrong communication and documentation skills for technical and non-technical audiences.\n\nAbility to obtain and maintain a Public Trust (Tier 3/NACLC) clearance.\n\nEducation & Certifications\nRequired (Foundational - one of the following):\nBachelor’s degree in IT / Cybersecurity / Data Science / IS / CS (ABET or CAE accredited),\n\nOR CISSP / SSCP.\n\nRequired (CE - one of the following):\nMicrosoft Identity & Access Administrator (SC-300),\n\nOR Microsoft Entra ID Governance Specialty.\n\nWhy Join Us?\nThis is a unique opportunity to shape the future of secure identity services within a global federal healthcare mission.
