Serves as primary contact to provide human resources support to departments and/or elected official offices within Shelby County Government. Provides consultative direction to service constituents on best HR practices in specific situations; coordinates and facilitates timely responses to constituent needs, as appropriate.\nPay Grade: 53\nSalary Commensurate with Experience and Education\nMinimum Qualifications\nFour (4) years of experience as a human resources generalist, human resources advisor, or consultant with an exempt status; AND\nBachelor's degree from an accredited college or university in human resources, public or business administration, management, or related field; OR\nAn equivalent combination of related education and/or experience.\nPROOF OF EDUCATION, TRAINING, AND/OR EXPERIENCE IS REQUIRED.\nDuties and Responsibilities\nLeads the Human Resources Advisors to provide guidance regarding employee and managerial consultations, as well as the initiation, planning, coordination, and conclusion of investigations conducted under Human Resources responsibility.\nConducts complex or sensitive investigations regarding employee relations issues and concerns and advises management on appropriate resolutions.\nServes as a consultative resource for advisory group and other HR staff as well as the HR Director.\nDevelops and conducts training to instruct managers, supervisors, and workers in human relation skills, such as supervisory skills, conflict resolution skills, interpersonal communication skills and effective group interaction skills.\nResponds to inquiries regarding employment related transactions, policies, procedures, and programs.\nAssists with new employee orientation/indoctrination procedures to foster positive employee attitudes.\nAssists with communications of benefits programs such as life, health, dental and disability insurances, pension plans, vacation, sick leave, leave of absence, and employee assistance.\nAdvises employee separation processing and coordinates related documentation.\nAssists in the administration of the performance review program, ensuring compliance with policies and procedures.\nMaintains knowledge of legal requirements and government reporting regulations affecting human resources functions and ensures policies, procedures and reporting are in compliance. At the Direction of the HR Director, consult with the County Attorney's Office as needed and other regulatory bodies, i.e., EOC, and Internal Audit.\nFacilitates the interactive discussion process for ADA compliance.\nPerforms other related duties as required or directed.\nKSAs\nKnowledge of federal and state employment laws and regulations (ADA, ADEA, FLSA, FMLA, EEOC, etc.), as well as public sector employment policies and procedures.\nAbility to make administrative and procedural decisions and judgments on sensitive, confidential issues.\nStrong interpersonal and communication skills and the ability to work effectively with all levels of employees and constituencies.\nConflict resolution skills.\nAbility to analyze complex information and to define and solve problems.\nGood presentation skills including the ability to prepare and present training programs and materials.\nGeneral knowledge of employee benefit laws and regulations.\nGeneral knowledge of compensation administration principles and procedures.\nProficiency in Microsoft Office Suite or similar software (word processing and spreadsheet application skills).\nDisclaimer\nThis position is subject to a background check for any convictions that have a substantial relationship to potential job duties.
