This position will collaborate closely with estimating, engineering, project management, operations, procurement, finance and executive teams throughout the pursuit and preconstruction process, including design-build and other alternative delivery methods. The ideal candidate brings strong heavy civil/highway construction estimating experience, a solid understanding of large-scale infrastructure projects, and the ability to analyze complex project requirements, risks, schedules and cost data while supporting competitive, well-developed proposals for major P3 pursuits.Job Description\nPrepare Order of Magnitude (OOM) Budgets based on Reference/Indicative Documents.\n\nSet-up Cost Work Break-Down Structures (WBS) for complex heavy civil/transportation projects.\n\nPerform Quantity Take-offs and assemble Bill of Quantities (BoQ's) documents.\n\nDevelop direct cost estimates based on project specifications, drawings and addenda.\n\nPrepare general accounts/indirect cost estimates.\n\nDevelop cost unit rates from basic principles by making use of labour, equipment and material resources.\n\nGenerate Labour unit rates in compliance with the labour wage requirements of project locations.\n\nPrepare and update complete construction budgets as projects design progresses.\n\nPrepare construction budget review presentations for management.\n\nCoordinate and lead Estimating Working Group meetings with CJV partners.\n\nGenerate alternate price for value engineering scope elements for the projects.\n\nPrepare tender summary sheets and cash flows.\n\nParticipate in design workshops during the project's design development in order to provide cost/construction input.\n\nReview and incorporate into estimate design deliverables from consultants.\n\nSource, liaise with and manage best value subcontractors and suppliers, collaborating with the Procurement team.\n\nEnsure subcontractors are in compliance with AIC operational and technical requirements.\n\nIdentify and set-up subcontractors/vendor's packages for the procurement team.\n\nPrepare procurement packages that include specifications, drawings, BoQ's for the procurement team.\n\nAnalyze subcontractors/vendors quotes and prepare comparison sheets.\n\nUpdate estimate based on analyzed pricing received from the local market. Ensure bid bond, insurance and other required documents are in place.\n\nDevelop safe, efficient, cutting edge construction methods Accumulate, evaluate, and document historical cost data.\n\nOrganize and prepare bid close documents.\n\nProvide assessment of estimating accuracy and prepare relevant analyses.\n\nResearch historical data (purchase orders, subcontracts, productivity analysis reports, etc.) and compile summary reports to develop guidelines and precedence for future estimates.\n\nOther duties as relevant to the role.\n\nRequired Skills and Competencies\nDegree in Civil Engineering or a related field\n\nDemonstrated experience working on large design-build, P3 civil (roads, bridges and tunnels) projects\n\nPrevious experience in supporting the bidding process\n\nWorking knowledge of estimating and quantity take-off software\n\nGeneral knowledge of estimating techniques, cost control and material pricing required.\n\nAbility to calculate mathematical extensions, read and understand engineering drawings, purchase orders, contracts, cost coding systems, etc. is essential.\n\nExperience working on highway construction projects, DOT projects\n\nExperience in working in a joint venture environment is an asset\n\nACCIONA has been given the Top Employer 2022, 2023, 2024 & 2025 certification in US, as well as the Top Employers North America 2022, 2023, 2024 & 2025 seal, which certifies the company's commitment to excellence in human resources management and those who focus on putting their people first through their exceptional HR policies.
