The role partners closely with Engineering, Product, Agile, and leadership teams to improve delivery predictability, governance, and business outcomes.\nKey Responsibilities\nPortfolio & Process Management\nDesign and implement standardized intake workflows, prioritization frameworks, governance processes, and portfolio operating models.\nEstablish quarterly planning practices, including PI Planning, capacity planning, retrospectives, and continuous improvement routines.\nCreate and maintain documentation such as RACI matrices, SOPs, workflow diagrams, process guides, and training materials.\nDrive process adoption through change management, stakeholder engagement, training, and self-service knowledge resources.\nConduct process reviews, identify improvement areas, and implement corrective actions.\nPartner with Agile coaches and delivery teams to align portfolio processes with team-level ceremonies.\nWorkflow Tool Engineering\nConfigure and optimize work management tools including Azure DevOps, Jira, Smartsheet, and Power BI.\nBuild boards, queries, dashboards, work item hierarchies, automation rules, and reporting structures.\nCreate stakeholder-specific dashboards and reports to support delivery visibility and portfolio governance.\nProvide advanced user support for complex tool, workflow, reporting, and configuration issues.\nDevelop user guides, FAQs, training materials, and platform enablement resources.\nData Analytics & Business Intelligence\nDesign and deliver dashboards for executives, program managers, and delivery teams.\nTrack portfolio health, milestones, risks, dependencies, budget, and delivery performance.\nImplement and report on DORA Metrics including deployment frequency, lead time, MTTR, and change failure rate.\nEstablish Flow Metrics including cycle time, lead time, throughput, WIP, and flow efficiency.\nCreate executive-level reporting that converts complex data into clear insights and recommendations.\nSupport forecasting, variance analysis, burn-rate tracking, and data quality improvements.\nPortfolio Coordination & Delivery Support\nCoordinate quarterly planning events, governance meetings, and cross-functional working sessions.\nTrack actions, decisions, risks, dependencies, and schedule conflicts.\nSupport software initiatives from concept through delivery, ensuring alignment with strategic objectives and business outcomes.\nOversee SDLC execution across requirements, development, testing, release, and post-launch activities.\nLead continuous improvement initiatives for the Biller Portfolio.\nRequired Qualifications\nEducation\nBachelor’s degree in Business, Computer Science, Information Technology, Engineering, or a related field.\nEquivalent professional experience may be considered in lieu of a degree.\nExperience\n2 to 5 years of experience in program management, portfolio operations, PMO, Agile delivery, or related functions.\nHands-on experience administering Azure DevOps, Jira, Smartsheet, or similar work management tools.\nExperience configuring workflows, dashboards, reports, and process templates.\nExperience with Power BI, Tableau, or similar business intelligence tools.\nExperience supporting Agile teams using Scrum, Kanban, SAFe, or similar methodologies.\nExperience implementing or improving portfolio management processes.\nTechnical Skills\nStrong proficiency in Azure DevOps including boards, queries, dashboards, and process templates.\nStrong proficiency in Jira/Jira Cloud including JQL, workflows, automation, and portfolio views.\nWorking knowledge of Smartsheet, APIs, webhooks, or workflow integrations.\nProficiency in Power BI, data modeling, DAX, and visualization.\nStrong Excel skills including pivot tables, lookups, Power Query, and reporting.\nSQL knowledge for querying and analyzing data.\nUnderstanding of data quality, validation, and reporting governance.\nAbility to use AI tools for analytics, documentation, analysis, and content preparation.\nMethodology & Metrics Knowledge\nPortfolio management, prioritization, governance, and capacity management.\nAgile methodologies including Scrum, Kanban, and SAFe.\nDevOps practices and engineering productivity measurement.\nITIL/ITSM and PMI/PMBOK principles preferred.\nFlow Metrics including cycle time, lead time, throughput, and WIP.\nDORA Metrics including deployment frequency, lead time, MTTR, and change failure rate.\nFinancial and portfolio metrics including burn rate, variance analysis, ROI, and resource loading.\nProfessional Skills\nStrong analytical and problem-solving skills.\nExcellent written and verbal communication.\nAbility to adapt communication style for technical, business, and executive or regulated industries.\nExperience implementing DORA or Flow Metrics programs.\nExperience with enterprise portfolio management tools such as Planview or ServiceNow PPM.\nScripting or automation
