Top Secret eligibility preferred\nActioNet is seeking an experienced Program Manager to oversee complex DoW modernization, systems integration, digital transformation, and infrastructure initiatives.The Program Manager serves as the primary customer interface and provides leadership across multidisciplinary teams supporting systems engineering, cybersecurity, infrastructure modernization, workforce development, cloud technologies, AI-enabled solutions, and mission-critical operational environments.This position requires a proven leader who manages program execution, maintains customer relationships, coordinates subcontractors and technology partners, mitigates risk, and ensures successful delivery of technical, schedule, and cost objectives.\n\nKey Responsibilities\n\nProgram Leadership\n\nServe as the primary point of contact for Government and industry stakeholders.\nProvide overall responsibility for program cost, schedule, technical performance, quality, and contract compliance.\nLead program reviews, technical interchange meetings, status meetings, and executive briefings.\nDevelop and maintain Integrated Master Schedules, project plans, and performance metrics.\nSupport strategic planning, program growth, and customer relationship management.\n\nTechnical Oversight\n\nOversee systems integration, network modernization, cloud and hybrid infrastructure, cybersecurity and Zero Trust initiatives, virtualized and hyperconverged environments, AI/ML-enabled capabilities, and mission or laboratory modernization efforts.\nCoordinate engineering teams and technical leads to ensure successful solution delivery.\nMonitor technical risks, dependencies, integration activities, and milestone readiness.\n\nTeam and Partner Management\n\n Lead geographically dispersed technical teams in a hybrid delivery environment.\nManage subcontractors, original equipment manufacturers, and industry partners.\nCoordinate staffing, workload balancing, resource planning, and surge requirements.\nEstablish and monitor subcontractor performance objectives and deliverable standards.\n\nFinancial and Risk Management\n\nTrack budgets, funding, labor utilization, forecasts, and overall program financial performance.\nDevelop Rough Order of Magnitude estimates and support proposal activities.\nMaintain program risk, issue, opportunity, and dependency registers.\nImplement mitigation strategies for schedule, technical, resource, and cybersecurity risks. \nRequired Qualifications\nBachelor's degree in Engineering, Computer Science, Information Technology, Business Administration, or a related field.\n8-12 years of experience managing DoW contracts.\n5+ years of experience leading technical or engineering teams.\nExperience managing contracts valued between $5 million and $30 million annually.\nExperience supporting systems integration, modernization, infrastructure, cybersecurity, or IT services programs.\nExperience managing subcontractors and cross-functional teams.\nDemonstrated success managing cost, schedule, staffing, performance, and customer expectations.\nStrong written, verbal, presentation, and executive communication skills.\nActive Secret clearance.\n\nPreferred Qualifications\n\nProject Management Professional certification.\nFamiliarity with JADC2 concepts, cloud technologies, DevSecOps, cybersecurity frameworks, Zero Trust, virtualization, hyperconverged infrastructure, and AI/ML-enabled environments.\nExperience supporting capture, proposal, or business development activities.\nTop Secret eligibility or an active Top Secret clearance.\n\nDesired Certifications\n\nPMP\nITIL Foundation\nSecurity+\nSAFe Agilist, preferred\nCISSP, preferred but not required\n\nKey Competencies\n\nProgram execution\nCustomer engagement\nRisk management\nTeam leadership\nFinancial management\nStrategic planning\nSystems integration\nCommunication and presentation\nProblem resolution\nDecision-making \nWhat Makes a Successful Candidate?\n\n The ideal candidate is a hands-on program leader who balances customer engagement, technical oversight, financial performance, and team leadership.
