The Program Manager will collaborate closely with government stakeholders to align program objectives with organizational goals, manage risks, and drive continuous improvement in performance and efficiency.The right candidate will work well with a team, exhibit excellent customer service skills, be self-motivated, and seek ways to improve the environment.\nSalary Range Starts at $181k+\nDuties and Responsibilities:\nLead the planning, execution, and oversight of program activities, ensuring alignment with program objectives.\nManage cross-functional teams, providing strategic direction, technical oversight, and risk mitigation strategies.\nDevelop and maintain program schedules, budgets, and resource allocation plans to meet project milestones.\nEnsure compliance with agency regulations, cybersecurity policies, and federal IT governance frameworks.\nServe as the primary liaison between agency and program stakeholders, contractors, and internal teams to ensure seamless communication and collaboration.\nImplement performance metrics and reporting structures to track project progress and identify areas for optimization.\nOversee contract performance, ensuring deliverables meet quality standards and contractual requirements.\nIdentify and mitigate risks through proactive planning and problem-solving strategies.\nSupport workforce development, mentoring staff, and fostering a high-performance culture.\nMaintain agency security requirements, ensuring personnel meet necessary clearance and security protocols.\nBasic Qualifications(required):\nEducation: Bachelor’s degree in Information Technology, Business Administration, Engineering, or a related field.\nExperience: Minimum of 10 years in program/project management, with at least 8 years managing IT or cybersecurity contracts.\nCertifications: Project Management Professional (PMP) or GIAC Certified Project Manager (GCPM).\nSecurity Clearance: Active or ability to obtain DOE \"Q\" clearance.\nProven experience managing complex IT programs within federal agencies, particularly DOE.\nStrong knowledge of federal IT policies, cybersecurity frameworks (e.g., NIST 800-53, Zero Trust Architecture), and risk management practices.\nExpertise in earned value management, cost control, and budget forecasting.\nExcellent leadership, communication, and stakeholder management skills.\nDemonstrated ability to lead teams in high-security environments and ensure compliance with federal regulations.\nPreferred:\nEducation: Master’s degree in Information Technology, Business Administration, or related field.\nExperience managing large-scale IT programs in a classified government setting.\nKnowledge of DOE-specific IT systems, cybersecurity policies, and compliance requirements.\nFamiliarity with cloud infrastructure, DevSecOps methodologies, and enterprise architecture frameworks.\nStrong analytical skills with experience in business intelligence, data-driven decision-making, and continuous process improvement.\nExperience working with subcontractors and managing multi-vendor programs within the federal sector.\nActioNet is a CMMI-DEV Level 4, CMMI-SVC Level 4, ISO 20000, ISO 27001, ISO 9001, HDI-certified, woman-owned IT Solutions Provider with strong qualifications and expertise in Agile Software Engineering, Cloud Solutions, Cyber Security and IT Managed Services.
