The engagement is 12-months + 12-months\nLocation: 18 Havelock Road\nAs a Technical Business Analyst deployed to the Ministry of Manpower (MOM), you will play a key role in supporting and enhancing enterprise data services, system integrations and customer-facing digital platforms.\nA significant part of the role involves supporting enterprise data replication and data exchange services that enable the reliable flow of operational data across multiple systems and platforms. You will work closely with business stakeholders, application teams, database administrators, infrastructure engineers and vendors to ensure the integrity, availability and timely delivery of data across interconnected systems.\nThe role requires strong business analysis capabilities, coupled with technical knowledge of Oracle databases, data replication technologies, APIs, system integrations and enterprise application architectures. You will be involved in requirements analysis, impact assessments, solution delivery, testing, production support and platform modernisation initiatives.\nWe are looking for individuals who are analytical, technically inclined and proactive. You should be comfortable working across business, application, database and integration layers, navigating complex system dependencies and driving technical investigations through to resolution.\nWhat the officer will be doing?\nBusiness Analysis & Solution Design\nYou will engage stakeholders to understand business objectives, operational requirements and customer needs, and translate them into clear business, functional and technical requirements.\nYou will perform impact assessments, analyse business processes, document user stories and acceptance criteria, and review solution designs to ensure proposed solutions meet business, operational and technical objectives.\nYou will work closely with technical teams and vendors to ensure requirements are accurately interpreted and effectively implemented.\nData Replication & Integration Services\nYou will support enterprise data replication and data exchange services that facilitate the movement of data across multiple source and consuming systems.\nYou will analyse replication requirements, review source and target data structures, identify dependencies and assess the impact of system, application and database changes on existing data flows.\nYou will work closely with database administrators and vendors to support replication technologies such as Oracle GoldenGate, troubleshoot replication issues, investigate data discrepancies and ensure data consistency across systems.\nYou will also support the onboarding of new data integrations, review interface specifications, validate data mappings and facilitate end-to-end testing of data exchange services.\nPlatform Enhancement & Modernisation\nYou will contribute to the enhancement and modernisation of enterprise platforms and digital services by identifying opportunities to improve system capabilities, scalability, resilience and operational efficiency.\nYou will evaluate solution options, support technical assessments and participate in initiatives involving application modernisation, integration improvements, cloud adoption and service optimisation.\nTesting & Release Management\nYou will coordinate SIT, UAT, integration testing and production verification activities.\nYou will develop test scenarios, validate business requirements and ensure solutions are thoroughly assessed before implementation.\nYou will support deployment planning, implementation activities and post-deployment validation.\nProduction Support & Operational Excellence\nYou will support production operations across enterprise applications, integration services and data platforms.\nYou will investigate incidents, perform impact assessments, facilitate root cause analysis and coordinate resolution efforts across technical teams and vendors.\nYou will identify recurring issues and improvement opportunities to strengthen service reliability, operational resilience and data quality.\nSecurity, Compliance & Governance\nYou will support audits, security reviews, vulnerability remediation activities and compliance assessments.\nYou will work with application, infrastructure and security teams to ensure systems comply with government ICT policies, security standards and operational requirements.\nStakeholder & Vendor Management\nYou will serve as a key liaison between business stakeholders, vendors and technical teams.\nYou will facilitate discussions, coordinate delivery activities, manage risks and issues, and ensure successful implementation of technology solutions.\nDocumentation & Knowledge Management\nYou will maintain business requirements, solution specifications, integration documentation, operational procedures and support guides.\nYou will ensure documentation remains complete, accurate and current to support ongoing support and maintenance activities.\nRequirements\nWhat are we looking for?\nAdditional Job Description\nThe ideal candidate enjoys solving complex business and technical problems across interconnected enterprise systems. You are comfortable analysing system dependencies, understanding data flows and integrations, and investigating issues spanning applications, databases, APIs and infrastructure layers.\nYou possess strong analytical and troubleshooting skills and are able to communicate effectively with both technical and non-technical stakeholders.
