The role may manage multiple small-to-medium projects or one medium to large project, depending on seniority, scope and risk.\nThe ideal candidate has a strong IT foundation, understands how modern systems are built, and prior experiences managing projects involving cloud platforms, data, AI/ML, low-code solutions, and enterprise applications will be advantageous, even if they are not hands-on implementers.\n Project & Delivery Management\nPlan, execute, and deliver software and IT solution projects across the full lifecycle (initiation to closure).\nDevelop and maintain project plans, schedules, budgets, risk registers, and resource plans.\nEnsure delivery adheres to agreed scope, timeline, cost, and quality standards.\nManage delivery using Agile, Waterfall, or hybrid methodologies depending on project needs.\nOversee solution delivery across multiple vendors, subcontractors, and internal teams.\nStakeholder & Government Engagement\nAct as the primary point of contact for clients and key stakeholders.\nPrepare and present project progress reports, risk updates, and milestone reviews.\nManage expectations and resolve delivery issues in a professional and timely manner.\nEnsure compliance with government procurement, governance, and reporting requirements.\n Financial & Commercial Management\nPropose and manage project budgets and delivery cost plans.\nTrack project financials and ensure accurate forecasting and reporting.\nAuthority to adjust solution costing within 5% or SGD 10,000 (whichever is lower) without further approval.\nManage change requests, variations, and service requests in line with contract terms.\nSupport contract review, vendor negotiations, and commercial discussions.\nGovernance, Risk & Quality Management\nImplement and enforce project governance frameworks and internal delivery standards.\nIdentify, assess, and mitigate delivery, technical, and operational risks.\nEnsure compliance with security, data protection, and regulatory requirements.\nConduct post-project reviews and drive continuous improvement.\nTeam Leadership\nLead, motivate, and mentor project team members.\nFoster a collaborative, accountable, and high-performing delivery culture.\nSupport skills development and knowledge sharing within the team.\nCoordinate cross-functional teams including engineers, architects, QA, and vendors. \nRequirements\nWhat are we looking for?\nCandidates should preferably have practical exposure from managing projects involving:\nGCC, Cloud-based systems and CI/CD (AWS, Azure, or equivalent)\nEnterprise application systems and integrations\nDatabase-driven applications and data platforms\nLow-code / no-code solution delivery\nAI, Machine Learning, data analytics, or data transformation projects\nUse of project tools such as Jira, Confluence, MS Project, or similar\nUnderstanding of system architecture and delivery dependencies\n(Hands-on development is not required; the focus is on delivery leadership and technical literacy.)\nProject & Delivery Skills\nStrong planning, organization, and execution skills\nRisk, issue, and change management\nBudget and resource management\nContract and vendor management\nStakeholder & Communication Skills\nClear and confident communication with senior stakeholders\nAbility to manage expectations and negotiate outcomes\nStrong written reporting and presentation skills\nPersonal Attributes\nAccountable and delivery-driven\nCalm under pressure\nDetail-oriented but able to see the big picture\nProactive, collaborative, and adaptable\nEducation & Certifications\nMin. 2 years in application development / implementation project\nDiploma or Degree in Information Technology, Computer Science, Engineering, or related field\nPMP / PRINCE2 / CITPM or CSM / PSM / Agile certifications\nITIL or service management certification\nBenefits\nWhat do we offer in return?\nFun working environment\nEmployee Wellness Program\nTo work in Singapore Government Agencies projects\nWe provide structured development framework and growth opportunities.
