The role is responsible for translating functional requirements into robust technical solutions, ensuring engineering quality, mentoring developers, resolving complex technical issues and supporting successful project delivery. The Tech Lead is expected to remain hands-on while establishing reusable engineering practices and maintaining alignment with the department’s technology, security and quality standards.\nLead the technical delivery of Java/Spring Boot applications and related ReactJS frontend components. \nDesign and review application architecture, APIs, database structures, integration approaches and technical solutions. \nLead developers in implementation, code review, debugging, performance optimization and production issue resolution. \nEstablish and enforce coding standards, design principles, secure development practices, testing and code quality controls. \nReview technical estimates and implementation approaches; identify technical risks, dependencies and mitigation actions. \nWork closely with Solution Architects, Project Managers, Business Analysts and stakeholders to translate requirements into deliverable solutions. \nMentor and coach developers, conduct technical knowledge sharing and support capability development within the team. \nSupport technical presales, proposals, solutioning and proof-of-concepts when required. \nInvestigate and resolve complex technical problems across application, integration, database and deployment layers.\nPromote reuse of common components, libraries, development patterns and automation to improve delivery efficiency. \nEnsure project implementations comply with applicable security, quality, development and delivery processes. \nKeep abreast of Java, ReactJS, cloud, AI-assisted development and other relevant technology developments and assess their practical application.\nRequirements\nDomain Skills\nCompulsory (Must-have): \nStrong Java development experience, preferably Java 8/11/17+ and Spring/Spring Boot. \nStrong experience in RESTful API and enterprise application development. \nGood understanding of relational databases, SQL, transaction management and database performance. \nPractical ReactJS experience, including component development, state management, API integration and frontend debugging. \nExperience with software design, design patterns, clean code, unit/integration testing and code review. \nExperience leading technical implementation and resolving complex application issues. \nFamiliarity with Git-based source control and CI/CD practices. \nUnderstanding of application security, secure coding and common web application vulnerabilities. \nDesirable (Good-to-have): \nExperience with AWS or other cloud platforms. \nExperience with Docker/Kubernetes and modern DevOps practices. \nExperience with microservices, messaging/integration platforms and distributed systems. \nExperience with AI-assisted software development and/or application of AI in engineering workflows. \nExperience in public-sector, enterprise or large-scale transactional systems.\nEducation and Certification\nDegree or diploma in Computer Science, Information Technology, Software Engineering or a related discipline, or equivalent professional experience. \nJava/Spring, AWS/cloud, Kubernetes, security or relevant professional certifications is preferred, but not a must \nRelevant Agile/Scrum or technical leadership certification is preferred\nExperience\nMinimum 7 years of relevant software development experience, with substantial hands-on Java experience. \nAt least 2 years of experience leading developers or acting as a Tech Lead/Senior Engineer with technical leadership responsibilities. \nDemonstrated experience delivering enterprise Java applications from design through implementation, testing and production support. \nPractical ReactJS experience sufficient to review frontend design and implementation and guide ReactJS developers. \nExperience conducting code/design reviews and troubleshooting complex production issues.\nExperience leading full-stack teams covering Java backend and ReactJS frontend. \nExperience in cloud-based application development, CI/CD and containerized deployment.\nExperience in public-sector or large enterprise application projects.\nNon-Domain Skills\nStrong technical leadership and ownership. \nGood analytical and problem-solving skills. \nClear communication with technical and non-technical stakeholders. \nAbility to make sound technical decisions and explain trade-offs. \nTeam leadership, mentoring and knowledge-sharing capability. \nStrong collaboration across project, architecture, business and operations teams. \nGood planning, prioritization and risk-management skills. \nAbility to remain calm and structured when handling production incidents and delivery challenges. \nContinuous learning mindset and willingness to adopt improved engineering practices.\nBenefits\nWhat do we offer in return?\nFun working environment\nEmployee Wellness Program\nTo work in Singapore Government Agencies projects\nWe provide structured development framework and growth opportunities.
