This position will report directly to the HSE Engineer / Plant General Manager/PM and Corporate HSE Manager.\nRoles & Responsibilities\nS. No. Responsibility\n1 Coordinating and actively participating in plant activities while maintaining focus to overall company objectives and consistency through HSE management\n2 Conducting tool box talks (if required), HSE awareness session and on-field HSE meetings with staff and contractors.\n3 Leading on-site HSE training programs designed to motivate field personnel\n4 Improve the unsafe act/conditions and Near misses reporting, recording and participating in investigations.\n5 Coordinating and participating in the continuous auditing of HSE management systems\n6 Assisting the Administration and Occupational Health Team and providing support in all aspects of post-accident / injury treatment process\n7 Working with operations and maintenance employees to promote permit to work system and ensure safety of everyone involved in the processes.\n8 Identify non-compliant, incomplete or substandard procedures, for activities involving employees and/or contractors in the plant\n9 Assisting field staff and contractors in the caring and inspection of their PPE and ensure PPE compliance in the field.\n10 Responsible for recording and reporting of all incidents including employees’ injuries.\n11 Supporting Corporate HSE programs e.g. People Based Safety, 5S and Zero incident process etc.\n12 Inspections of equipment logbooks and records e.g. scaffolding, ladders, cranes, tools, work equipment, power tools etc.\n13 Supporting the HSE incentive program and other promotional programs e.g. Safety day, World environment day or HSE campaigns as announced by Corporate.\n14 Promoting the HSE Observation and Communication programs involving owner and contractors HSE officers\n15 Inspection of portable fire extinguisher, safety eye-wash / shower station and keeping their maintenance records. (if required)\n16 Assisting HSE Engineer in risk assessment process and maintenance of identified control measures\n17 Offering support to Incident controller as a part of the emergency response team\n18 Supporting Corporate Environmental programs as required e.g. waste management, plantation, spill control etc\n19 Supporting Corporate Occupational Health Programs e.g. Get Healthy Stay Healthy Program, Stress Management, Quit Smoking Programs , Diet and Exercise etc.\n20 Conduct walk around checks regularly to monitor HSE controls\n21 Ensure availability of first aid measures at locations\n22 Ensure availability of firefighting equipment and inspection of its status\n23 Collection of environmental deviations and ensure identification, implementation of corrective actions\n24 Coordinate HSE emergency drills and reports\n25 Ensure work areas continuous monitoring and presence of controls on identified risks.\n26 Provide induction training to new employees, visitors and contractors/subcontractors.\n27 Ensure the availability of medical facilities and medicines in the ambulance\n28 Monitor the validity of certification of equipment and operator license\n29 Perform other HSE duties as assigned time to time.\nJob Specifications\nEducational Desired Degree certificate\nPreferred NEBOSH General Certificate in Occupational Health and Safety\nHSE Trained and Certified Auditor from a recognized institute\nMinimum Experience\n(Type and duration) Minimum 4 years of direct working experience in the similar capacity\nPreferable 5+ years of relevant working experience within a multi-cultural team\nRequired Skills 1. Awareness of Quality, Occupational Health & Safety and Environment Management system principles\n2. Knowledge of applicable legal requirements\n3. Hazard Risk assessment\n4. Aspect Impact assessment\n5. Investigating skills\n6. Knowledge of firefighting equipment\n7. Knowledge of first aid measures\n8. Knowledge of PPE and safety equipment\n9. Knowledge of spillage containment\n10. Knowledge of handling HSE emergencies\n11. Knowledge of identification, classification and disposal of waste\n12. Having a good command of English and / or Arabic languages.\n13. Field experience on a power and/or water plants with a proven excellent safety record.\n14. Possess a working knowledge of power plant operations its equipment, practices, procedures and applicable local HSE regulations\n15. Strong verbal and written communication skills.\n16. Familiarity with MS Word, Excel, Email & PowerPoint\n17. Ability to demonstrate a commitment to safety at all times\n18. Strong desire to support all levels of personnel\nDesired certification / Job specific skill / Training Should be familiar with applicable K.S.A Health, Safety and Environmental legislations\nShould be holding a valid driving license of K.S.A or\nWilling to get one within 3 months after the completion of his probationary period.\nWork Condition\nWhile performing the duties of this position, the employee occasionally works near moving mechanical parts and in outside weather conditions. In high precarious places he may be occasionally exposed to fumes or airborne particles, toxic or chemicals risk and electrical shock.
