This role will be responsible for defining and evolving service delivery strategy, technical architecture, and DevSecOps adoption across a complex portfolio of mission-critical applications. The successful candidate will operate at both a strategic and technical level, ensuring solutions align with operational requirements, cyber security priorities, and constrained deployment environments (including shipboard and low-bandwidth scenarios).\nThis is a proactive recruitment initiative, with potential start dates in the coming weeks or months, contingent on contract award. \nKey Responsibilities\nService Delivery & Strategy\nDevelop and maintain the Service Delivery Strategy across the application portfolio \nDefine scope, operating model, and service delivery frameworks aligned to mission requirements \nAssess application portfolio against business needs, user requirements, and technical fit \nEvaluate and incorporate open-source solutions where appropriate \nArchitecture & Technology Leadership\nDevelop architecture roadmaps, data models, and system integration strategies \nDefine data standards, interface requirements, and system interoperability models \nAnalyze and recommend technology solutions within DND’s secure and constrained environments \nDesign solutions optimized for low-bandwidth and deployed operations (e.g., shipboard use) \nDevSecOps & Automation\nLead the implementation of a DevSecOps adoption strategy using GitLab and Azure DevOps \nEstablish repository structures, branching strategies, and CI/CD pipelines \nDrive automation initiatives to improve operational efficiency and service delivery \nIntegrate analytics and reporting tools to track portfolio performance and KPIs \nCyber Security & Risk Management\nProvide a high-level cyber security vision for Command-and-Control (C2) systems \nAssess security risks, vulnerabilities, and architectural gaps, recommending mitigations \nAlign cyber security practices with allied and partner organizations \nProcess Improvement & Governance\nConduct impact assessments and change management for technology updates \nAnalyze service performance and drive continuous improvement initiatives \nApply ITIL Service Value Chain principles to enhance service delivery \nLead stakeholder analysis and recommend strategies to improve engagement and coordination \nReporting & Communication\nPrepare and deliver technical briefings to senior leadership \nProvide regular progress updates and strategic recommendations \nTechnical Environment\nOperating Systems: Windows, Ubuntu, CentOS, Red Hat \nVirtualization & Containers: Docker, VMware \nCloud & DevOps: Azure, GitLab, Azure DevOps (CI/CD) \nLanguages: Java, SQL, HTML \nDatabases: Oracle, MySQL, PostgreSQL, MongoDB\n 5+ years experience as a Technical Architect \nCollege diploma or University degree in Computer Science, Engineering, IT, or related discipline \nProven experience developing: Technology architectures and roadmaps \nRisk assessments and security frameworks \nTechnology adoption and sustainability strategies \n\nExperience analyzing: Application architecture security elements \nRisks and vulnerabilities with recommended safeguards \n\nExperience implementing DevSecOps practices, including: CI/CD pipelines using GitLab and/or Azure DevOps \nIntegration of development, acquisition, and operations workflows \n\nExperience applying ITIL Service Value Chain principles \nExperience defining and tracking portfolio performance metrics and analytics \nExperience working in defence, government, or high-security environments \nFamiliarity with Command-and-Control (C2) systems \nExperience supporting distributed or bandwidth-constrained systems \nStrong stakeholder engagement and cross-functional leadership experience \n Must currently hold or be eligible to obtain and maintain a Secret (Level II) Canadian Federal Government Security clearance. \nIf you require accommodations during any stage of the application or interview process, please let us know.
