The Fleet Compliance Manager is required to lead the business unit performance with all operator licensing, vehicle maintenance arrangements and EU/domestic driver’s hours regulations. In addition, to monitor, audit of group assets, developing reporting tools for management and control of assets. The successful candidate will also be required to deliver/maintain internal audit frameworks, contribute to continuous improvement initiatives and provide specialist advice/guidance to senior leaders and divisional CPC holders.
More about the role:
- Ensure EU/domestic drivers hours records are being adequately maintained at all depot locations in line with related legislation, including the generation/debrief/sign-off of driver infringements and the input of manual entries.
- Monitor/report divisional RTD performance, highlighting areas of concern and any required actions. Work with CPC holders to help maintain compliance with 48 hour working average and help develop working practices that support continued adherence to the regulations.
- Development and monitoring of defect reporting systems to ensure that roadworthiness obligations are being maintained and that reporting/rectification actions are completed in a timely manner. Highlight areas for improvement or concern.
- Create, roll-out and maintain spot check routines for use at depot locations to support roadworthiness and asset management disciplines.
- Maintain close relationships with divisional maintenance provision to ensure that all standards are in line with regulatory requirements. Identify areas for improvement and assess maintenance cost drivers to deliver initiatives/campaigns. Create periodic reports highlighting any areas for attention. Investigate any MOT failures and support depots with action plans.
- Distribute monthly OCRS highlighting specific concerns to senior leadership teams and coordinate any remedial actions or mitigations.
- Monitor usage of company fuel cards to ensure compliance of usage in line with company procedures.
- Tracking of asset availability, usage & location and audit of assets.
- Working with the SHEQ/Quality team create/maintain a framework for the delivery of internal compliance audits covering all aspects of operator licensing. Carry out audits at depot locations and report findings/actions.
- Support depot locations with asset management including location tracking, plant service, audit and utilisation.
- Working alongside Service Delivery Director to measure vehicle optimisation within Env Services Division to ensure optimal coverage and operational capability.
- Support the SHEQ team with creation or delivery of driver related safety campaigns and or toolbox talks. Deliver toolbox talks at depot locations as required.
- Carry out investigations of compliance related breach/failure, create reports and formulate remedial actions. Support depot locations with delivery and sign off.
- Deliver transport reports/presentations to senior leadership teams.
- Contribute to transport policy/procedure inclusive of document update, sign off and distribution.
- Coordinate transport related L&D inclusive of DCPC/TMCPC and management qualifications.
- Participate in new vehicle specification exercises, coordinating user group working parties and front-line inputs.
- CPC National/International
- Significant experience of managing HGV fleets at a senior level.
- Knowledge of ADR
- Ability to communicate effectively with all groups from front line staff to senior leaders.
- Ability to produce bespoke reports as and when required.
- Experience of continuous improvement techniques and project delivery.
