This role supports agency EEO Offices by providing technical expertise across the full lifecycle of federal EEO complaints and compliance programs.\nThis is a remote, contract-based opportunity for professionals with significant federal EEO experience and a strong understanding of EEOC regulations, MD-110, MD-715, and 29 C.F.R. Part 1614.\nKey Responsibilities\nEEO Counseling & ADR\nProvide pre-complaint counseling services and explain the federal EEO complaint process.\nIssue Notices of Rights and Responsibilities and Notices of Right to File.\nConduct limited inquiries into EEO allegations.\nFacilitate mediation and Alternative Dispute Resolution (ADR) processes.\nPrepare EEO Counselor Reports and counseling documentation.\nEEO Investigations\nDevelop impartial factual records for formal EEO complaints.\nConduct witness interviews, fact-finding conferences, and evidence collection.\nPrepare investigative summaries, affidavits, declarations, and Reports of Investigation (ROI).\nEnsure investigations comply with EEOC regulations and required timelines.\nComplaint Processing & Adjudication\nReview of complaints for acceptance and dismissal determinations.\nDraft acceptance/dismissal letters and related complaint-processing documents.\nAssist with the development of Final Agency Decisions (FADs).\nMaintain accurate case management records and complaint-tracking systems.\nAffirmative Employment & MD-715 Support\nAssist with MD-715 reporting, barrier analysis, and self-assessments.\nSupport diversity, inclusion, and affirmative employment initiatives.\nDevelop EEO and diversity training materials for employees, managers, and senior leaders.\nResearch best practices and provide recommendations to improve agency EEO programs.\nProgram & Administrative Support\nDraft policy memoranda, guidance documents, and program directives.\nDevelop presentations, briefing materials, and communications plans.\nPrepare monthly activity and status reports.\nSupport EEO program reviews and compliance initiatives.\nRequired Qualifications\nMust Have\nCurrent EEO Counselor and/or EEO Investigator certification(s)\nFederal-sector EEO experience\nWorking knowledge of: \n29 C.F.R.
