Provides basic technical and administrative inputs to take projects from initiation to drafting and submission of requirements proposals. Includes defining, reviewing, and refining scopes and objectives, obtaining or arranging to obtain background data on potential cost and technical feasibility, and advising alternatives where appropriate.\n\nParticipate in the refinement of initial proposals into coherent viable project plans. Coordinate and participates in the revision and refinement of initial project designs, specifications, costs, and phasing preparation of project strategy in conjunction with user department and other divisions such Finance, Commercial Support, etc.\n\nLead project management documents pertaining to Front End Engineering Phases - Business Cases / Feasibility (FEL-1), Pre-FEED (FEL-2), FEED (FEL-3) and EPC Execution Phase.\n\nProvide consultation and support services related to project management such as but not limited to cost estimating services, scheduling, best practices solutions, claim analysis, procurement, benchmarking and overseeing and reporting the healthiness of the projects that in developments and executions stages.\n\nPreparation of overall work programs, terms of reference for contractors, projects standards and working procedures. Establishes the basis for project execution phase.\n\nEnsure that all projects are implemented in accordance with sound project management principles and established Company procedures and standards. Exercises overall control over the budget and cost of the project and each contract. Reviews and endorses contract purchase and subcontracts recommendations and variation orders throughout all phases of the project and ensures that approved plans are updated accordingly.\nSupport project team by attending Tender Board Meetings, reporting on the financial situation of the project. Appraises contractor’s overall performance for quality, cost, schedule and HSE and ensures corrective actions are taken.\n\nPrepares and reviews weekly highlights and monthly progress reports covering all engineering, procurement and construction activities.\n\nDevelop a cost estimate and negotiate agreements and change orders during detailed design and execution.\n\nImplement Risk Management & Controls through reviewing risk registers & mitigation strategies.\n\nProvide professional expertise in the selection of contractors with particular emphasis on pre-\n\nqualification, bid evaluation etc., and site management in relation to site arrangements, overall logistics, etc.\n\nCommunicate ongoing changes / variations (if any) in project scope, identify potential risk and devise mitigation plans.\n\nCoach, mentor, motivate and lead project team members to accomplish the accountability for the assigned project tasks.\n\nContribute to the development of detailed statement of requirements (SOR) and strategy for implementation of various project phases such as, FEED, detailed engineering, construction and commissioning.\n\nParticipate in the development of tender document for the selection of the Engineering Consultant, PMC and Contractors.\n\nReview and comment on contractor documentation, consolidate comments from concerned parties and issue to contractor includes resolving conflicting comments to ensure that the contractors submit the required documentation in the specified format.\n\nLead and supervise the activities of assigned specialist to the project during engineering and construction phases.\n\nMonitor the progress of work performed by licensors, engineering and EPC contractors. Identify any bottlenecks and recommends corrective action to ensure smooth and timely completion of each project.\n\nReview contractors subcontracting strategy and pre-qualification of subcontractors and ensure that contractors’ strategy, plans, specifications, methods and procedures for construction are in accordance with the scope of work, specification etc.\n\nEnsure that relevant specification are applied in the selection of equipment, material, systems, work methods, testing for efficient project management.\n\nEnsure application of value added in the area of construction strategy, plans, specifications, methods and procedure throughout the assigned Project for cost effectiveness.\n\nEnsure safety of work methods, procedures and installation and review site safety audit plans and lead the team for site safety audit implementation.\n\nReview Contractors Organization for construction and commissioning.Review/coordinate contractors pre-commissioning and commissioning procedures, plans and activities.\n\nReview contractors’ invoices and monitor contracts cost in liaison with Cost Service. Evaluate cost trend and advise respective Project Manager as necessary.\n\nMonitor and manage project completion punch list to ensure that all construction and commissioning activities are completed and accepted to allow release of PAC to contractors.\n\nSites (Projects Coordination)\nAct as focal point at site for project coordination activities and interfaces with Company’s various departments, Contractors and Management Consultants to ensure effective coordination across various projects.\n\nProvide End User inputs at various stages of projects to ensure that necessary specifications are made. Control End User integration in the project activities of pre-commissioning, commissioning, test-runs and maintenance for smooth and efficient take-over of new installations\n\nParticipate in optimization studies, HAZOP, equipment and packages selections, testing and acceptance of equipment/ packages through Factory Acceptance Test (FAT) and Site Acceptance Test (SAT).\n\nOrganize and lead the site visits requested by contractors; control and respond to TQs/RFIs that are received from PMC and contractors.\n\nSets and oversees observance of quality and control standards for all activities carried out under his jurisdiction in assigned projects.\n\nDeliver major development projects within the set targets on HSE, quality, cost and schedule.\n\nGeneric Accountabilities\nSupervision\nPlan, supervise and coordinate all engineering activities in the assigned projects to meet functional objectives.\n\nTrain and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective project objectives.\n\nPolicies, Processes, Systems, Procedures, and Controls\nImplement approved functional policies, processes, systems, standards and procedures in order to support execution of the work programs in line with Company and International standards.\n\nBudgets\nProvide input for preparation of the assigned project budgets and assist in the implementation of the approved Budget and work plans to deliver Project objectives.\n\nInvestigate / highlight any significant variances to support effective performance and cost control.\n\nPerformance Management\nContribute to the achievement of the approved Performance Objectives for the assigned projects in line with the Company Performance framework.\n\nInnovation and Continuous Improvement\nDesign and propose new tools and techniques to improve the quality and efficiency of operational processes.\n\nIdentify improvements in internal processes against best practices in pursuit of greater efficiency in order to define intelligent solutions for issues confronting the function.\n\nHealth, Safety and Environment (HSE) and Sustainability\nComply with relevant HSE policies, procedures & controls, applicable legislation and sustainability guidelines in line with international standards, best practices and ADNOC Code of Practices.\n\nParticipate in Emergency Response duties as a team member.\n\nCOMMUNICATIONS & WORKING RELATIONSHIPS:\nInternal\nReports to Project Manager and interacts with team members on the ongoing assigned projects activities.\n\nHas strong working relationship with similar rank/job title in Al Dhafra Petroleum organization and outside the Operation & Projects Division.\n\nFrequent interactions with the Reservoir, Operations teams and other functions/ directorates as required\n\nExternal\nFrequent contacts with service contractors, suppliers and vendors. Contacts with shareholder technical representatives and OPCO have to exchange information and specific trends for business improvement and operational best practices.\n\nRegular Contacts with consultants, contractors and third party service providers on projects carried out for Al Dhafra in order to establish relationships or to obtain supply of goods and/or services.\n\nQUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:\nMinimum Qualification\nBachelor’s degree in relevant Engineering discipline or equivalent.\n\nMaster’s degree in Engineering Management, Business Administration or equivalent is preferred.\n\nMinimum Experience & Knowledge & Skills\nMinimum 10 years of project management experience in Oil and Gas Industry in which at least 5 years experience in a relevant senior supervisory role;
