improving asset performance, developing maintenance strategies, supervising\ntechnical execution, and strengthening the competence of Maintenance Technicians and Technical Assistants.\nKey Responsibilities\nMaintenance Engineering & Execution\nProvide technical engineering support for preventive, predictive, corrective, and breakdown maintenance\nof mechanical equipment and terminal infrastructure.\nSupervise and coordinate maintenance activities involving centrifugal pumps, mechanical seals, valves,\npiping, loading arms, firefighting systems, and other rotating and static mechanical equipment.\nReview maintenance work orders, technical scopes, work instructions, spare parts requirements,\nmanpower, tools, and execution methodologies.\nCoordinate with Maintenance Planning and Operations to establish maintenance priorities, schedules,\nequipment availability, and resource requirements.\nEnsure maintenance activities are executed in accordance with approved engineering specifications,\ndrawings, manufacturer recommendations, and quality requirements.\nReview maintenance findings, inspection results, equipment testing, and reinstatement requirements\nbefore recommending equipment return to service.\nEquipment Reliability & Asset Integrity\nInvestigate equipment failures, recurring defects, and abnormal operating conditions, identifying root\ncauses and recommending corrective and preventive actions.\nSupport development and optimization of preventive and condition-based maintenance strategies.\nReview equipment maintenance history, failures, performance trends, and work order data to identify\nreliability improvement opportunities.\nSupport equipment criticality assessments, Failure Mode and Effects Analysis (FMEA), and ReliabilityCentered Maintenance (RCM) initiatives.\nCoordinate equipment inspections, condition monitoring, and integrity assessments with relevant\nspecialists.\nIdentify and escalate asset integrity concerns, overdue inspections, and safety-critical equipment\ndeficiencies.\nSupport reliability improvement initiatives to reduce equipment failures, maintenance backlog, and\nunplanned downtime.\nEngineering & Technical Documentation\nDevelop, review, and improve mechanical maintenance procedures, work instructions, inspection\nchecklists, and technical specifications.\nReview mechanical drawings, P&IDs, equipment manuals, and technical documentation required for\nmaintenance execution.\nPrepare technical scopes of work, material specifications, and engineering justifications for maintenancerelated modifications and repairs.\nProvide engineering support for equipment modifications, replacement, upgrades, and minor\nimprovement projects.\nEnsure maintenance records, inspection findings, equipment histories, and technical documentation are\naccurate and traceable.\nSupport Management of Change (MoC) processes, technical risk assessments, and engineering reviews\nwithin delegated authority.\nHSSE, Process Safety & Quality\nEnsure assigned maintenance activities comply with terminal HSSE requirements, Permit to Work (PTW),\nisolation procedures, Life Saving Rules, and applicable engineering standards.\nParticipate in Job Safety Analyses (JSA), risk assessments, incident investigations, and technical safety\nreviews.\nVerify that maintenance activities have appropriate technical controls, work instructions, inspection\nrequirements, and acceptance criteria.\nIdentify unsafe conditions, technical deviations, quality deficiencies, and potential equipment integrity\nrisks.\nExercise stop-work authority when activities are unsafe or required controls are not established.\nSupport inspection, testing, and quality verification of contractor maintenance activities.\nEnsure corrective and preventive actions arising from maintenance failures, audits, inspections, and\nincidents are properly followed up.\nTeam Coordination & Competence Development\nProvide technical guidance and supervision to Maintenance Technicians, Junior Maintenance\nTechnicians, and contractors.\nSupport structured training, practical competency assessments, and development of junior maintenance\npersonnel.\nCoordinate technical activities with Operations, Maintenance Planning, Procurement, Warehouse, HSSE,\nand Projects.\nReview work execution performance, identify technical capability gaps, and recommend training or\nimprovement actions.\nPromote safe working practices, technical discipline, accountability, and continuous improvement within\nthe Maintenance team.\nMaintenance Performance & Resource Management\nMonitor maintenance performance indicators, including preventive maintenance compliance, corrective\nmaintenance backlog, equipment reliability, and work order quality.\nSupport maintenance budget preparation, cost estimates, material requirements, and resource\noptimization.\nReview spare parts requirements, technical specifications, material suitability, and stock criticality.\nEvaluate contractor technical performance, work quality, productivity, and compliance with approved\nscopes.\nPrepare maintenance engineering reports, technical recommendations, failure analyses, and\nimprovement proposals for management review.\nSupport shutdown planning, major equipment overhauls, commissioning, and maintenance readiness\nactivities.\nQualifications and Experience\nBachelor's degree in Mechanical Engineering or a related engineering discipline.\nMinimum 10 years of relevant experience in mechanical maintenance engineering within Oil & Gas,\npetrochemical, refinery, bulk liquid storage terminals, or similar process industries.\nPractical experience with centrifugal pumps, mechanical seals, valves, piping systems, rotating\nequipment, and mechanical maintenance activities.\nGood understanding of preventive, predictive, corrective, and condition-based maintenance strategies.\nExperience in equipment failure investigation, troubleshooting, root cause analysis (RCA), and reliability\nimprovement.\nKnowledge of relevant engineering standards and industry practices, including applicable API, ASME,\nand ISO standards.\nFamiliarity with Process Safety Management, PTW, isolation procedures, Management of Change, and\nindustrial HSSE requirements.\nAbility to interpret P&IDs, mechanical drawings, technical specifications, and equipment documentation.\nExperience with maintenance management systems such as HxGN, SAP, INFOR EAM, or equivalent.\nExperience in technical contractor coordination, maintenance planning, and equipment inspection is\nadvantageous.\nGood written and verbal communication skills in English.\nRequired
