We're looking for an experienced and detail-oriented Senior Civil Engineer with a proven track record on large-scale urban master plan projects, high-rise development, and Project Management Consultant (PMC) coordination to join our dynamic team in Makkah, Saudi Arabia. In this pivotal role, you will support the Resident Engineer in overseeing and managing complex civil infrastructure projects within integrated urban developments, ensuring all activities are executed with precision, innovation, and full compliance with contract requirements, approved specifications, and local Saudi standards. Drawing on your extensive experience with large-scale urban master plans, high-rise construction, and design-construction interface management, you will bring your analytical expertise, collaborative spirit, and commitment to excellence to drive project success while maintaining the highest standards of quality, safety, and schedule performance across multiphase urban development initiatives.

• Develop, implement, and oversee comprehensive quality assurance and quality control procedures and inspection protocols applicable to assigned civil works within large-scale urban master plan projects, including preparation of inspection and test plans and method statements tailored to complex infrastructure systems and high-rise vertical coordination
• Conduct thorough site inspections and quality verifications for all construction activities across urban development phases, ensuring strict adherence to approved drawings, specifications, and established quality standards with meticulous attention to detail
• Monitor and evaluate inspector performance, providing constructive feedback and support to ensure effective supervision and accurate documentation of all site activities throughout the project lifecycle
• Prepare and submit detailed progress reports for assigned works to the Resident Engineer and Project Manager, maintaining transparent communication and organized record-keeping throughout project execution
• Review, verify, and coordinate the preparation of as-built documentation and updated records to ensure accuracy and completeness for project closeout across all urban development phases
• Verify and coordinate all assigned services, including civil, structural, and MEP interfaces, fostering collaborative relationships across multidisciplinary teams with a supportive and inclusive approach on complex urban projects
• Liaise with the Head Office design team and PMC regarding material submittals, design queries, design reviews, and technical clarifications, demonstrating innovative problem-solving approaches for large-scale urban master plan projects and ensuring design intent is maintained throughout construction
• Coordinate with PMC on design compliance, constructability reviews, and design optimization to ensure seamless integration between design specifications and on-site construction execution for high-rise and urban development contexts
• Oversee construction activities for assigned civil structures and systems within high-rise and urban development contexts, ensuring compliance with approved methodologies, sequencing, and vertical coordination requirements with decisive and efficient execution
• Enforce strict adherence to Health, Safety, and Environment standards and safe work procedures across all site operations, promoting a culture of safety and resilience on large-scale projects
• Support the Resident Engineer and PMC in identifying and resolving technical site issues specific to urban master plans and high-rise construction, providing strategic input for potential design modifications and value engineering opportunities aligned with project objectives
• Review and provide constructive comments on contractors' technical submittals, shop drawings, and method statements in coordination with PMC, ensuring alignment with project requirements, design specifications, and constructability standards for complex urban developments
• Ensure all works comply with Saudi local authority requirements and applicable industry standards for construction and infrastructure development within integrated urban environments
• Assist in evaluating contractors' progress claims, variation proposals, and change requests with analytical rigor and transparency, considering impacts on project schedules, design implications, and phasing across urban master plan initiatives
• Maintain close coordination with the supervision team, PMC, design consultants, and stakeholders, demonstrating commitment to achieving quality, safety, and progress objectives consistently across all project phases of large-scale urban developments

**Required Qualifications:**

• Bachelor's Degree in Civil or Structural Engineering from an accredited institution
• Minimum 10 years of progressive experience in civil engineering, with proven track record on large-scale urban master plan projects and high-rise development
• Minimum 5 years of direct experience working with Project Management Consultants (PMC) on complex construction projects, including design coordination and constructability reviews
• Demonstrated expertise in design-construction interface management, including coordination between design consultants, PMC, and construction teams
• Professional Engineering License (PE/PEng) or equivalent professional registration
• Proven expertise in construction management, supervision, and quality assurance and quality control procedures on complex, large-scale projects
• Demonstrated ability to manage multi-phase construction projects, including structural systems, vertical coordination, and high-rise building development
• Strong knowledge of quality assurance and quality control protocols, inspection methodologies, and technical documentation specific to construction project execution
• Demonstrated ability to coordinate multidisciplinary teams across complex civil, structural, and MEP interfaces on large-scale urban development projects
• Proficiency in reviewing technical submittals, shop drawings, design specifications, and method statements with attention to detail and analytical rigor
• Solid understanding of Health, Safety, and Environment standards, safety compliance, and site safety management
• Excellent communication and stakeholder management skills, with ability to work collaboratively across diverse teams, design consultants, PMC, and local authorities
• Proficiency with civil engineering software and project management tools
• Experience with site inspection, quality verification, and as-built documentation management

**Preferred Qualifications:**

• Project Management Professional (PMP) or equivalent project management certification
• Health, Safety, and Environment certification or NEBOSH qualification
• Specialized experience with large-scale integrated urban developments or complex infrastructure projects
• Background in design review and design optimization for complex construction projects
• Experience with underground construction, trenchless technology, or specialized civil infrastructure systems
• Knowledge of value engineering and design optimization techniques for complex projects
• Experience with Saudi local authority standards and regulatory requirements for construction and development
• Demonstrated experience in vendor and contractor management on multiple concurrent projects
• Background in budget and cost management for large-scale construction projects
• Experience with Building Information Modeling or advanced CAD applications for project planning and coordination
• Expertise in contractor performance evaluation and technical submittal review processes
• Prior experience as a PMC representative or in a PMC coordination role on major development projects
