AECOM is an American infrastructure consulting firm that became independent in 1990 through a management buyout from the energy group Ashland, and is now one of the largest design and engineering organisations in the world. It plans, designs and manages delivery of transport systems, water and wastewater infrastructure, buildings, environmental remediation and energy projects for public agencies and private developers across roughly one hundred and fifty countries. Headquartered in Dallas after relocating from Los Angeles, the company sold its self-perform construction and government services arms to concentrate on higher-margin professional services rather than carrying construction risk.

The successful candidate must hold a valid professional engineering registration/license issued by the Ministry of Municipality and Environment (MME) or the relevant competent authority in Qatar, demonstrate strong project management capabilities, and be fluent in Arabic and English. The role requires a proactive professional capable of managing complex engineering projects, supervising technical teams, ensuring compliance with applicable standards, and delivering high-quality engineering solutions within approved budgets and schedules.

Key Responsibilities

  • Lead the planning, design, development, and implementation of wet utilities infrastructure systems, including stormwater drainage, foul sewerage, wastewater networks, and associated infrastructure.
  • Perform and review drainage system design, hydraulic calculations, hydraulic modeling, and network analysis to ensure system performance, capacity, and compliance with project requirements.
  • Prepare, review, and approve engineering drawings, technical specifications, design reports, calculations, and other project deliverables.
  • Ensure all designs comply with applicable Qatar building codes, MME requirements, local authority regulations, environmental standards, and relevant international engineering guidelines.
  • Coordinate with government authorities, utility providers, consultants, contractors, and multidisciplinary engineering teams to obtain necessary approvals and resolve technical issues.
  • Conduct and oversee site assessments, utility investigations, survey reviews, and feasibility studies to support engineering design and project execution.
  • Manage engineering projects from concept development and detailed design through construction support, ensuring delivery within approved budgets, schedules, and quality standards.
  • Identify potential engineering risks, design conflicts, and project constraints, and develop effective mitigation strategies.
  • Review contractor submissions, shop drawings, material submittals, method statements, and technical proposals related to wet utilities infrastructure.
  • Monitor project progress, resource utilization, design quality, and technical performance, ensuring adherence to contractual requirements and project objectives.
  • Provide technical leadership, mentorship, and supervision to junior engineers and design team members, promoting continuous professional development and knowledge sharing.
  • Prepare technical reports, design reviews, progress updates, and presentations for clients, management, and relevant authorities.
  • Collaborate with other disciplines, including roads, infrastructure, utilities, structural, and environmental engineering teams, to ensure coordinated and constructible design solutions.
  • Promote quality assurance, transparency, safety, sustainability, and ethical engineering practices throughout all project activities.
  • Work independently with minimal supervision while taking ownership of technical decisions, project deliverables, and assigned responsibilities.
  • Bachelor’s degree in Civil Engineering, Environmental Engineering, or a related engineering discipline.
  • Minimum 12+ years of professional experience in drainage engineering, wet utilities, or related infrastructure projects.
  • Valid MME professional engineering registration/license or equivalent registration from the relevant competent authority in Qatar, as applicable to the role.
  • Demonstrated professional experience working on engineering or infrastructure projects in Qatar.
  • Proven expertise in drainage system design, hydraulic modeling, hydraulic calculations, and network analysis.
  • Strong proficiency in CAD software and relevant engineering design and modeling tools.
  • Comprehensive knowledge of Qatar’s applicable engineering codes, authority requirements, local regulations, and environmental standards.
  • Demonstrated experience in managing engineering projects within approved budgets, schedules, and quality requirements.
  • Familiarity with site assessment methodologies, topographical surveys, utility surveys, and related investigation procedures.
  • Proven ability to lead engineering teams, mentor junior staff, and coordinate with multidisciplinary stakeholders.
  • Excellent analytical, problem-solving, organizational, and decision-making skills, with strong attention to detail.
  • Strong project management capabilities and the ability to work independently with minimal supervision.
  • Fluency in Arabic and English, with excellent written and verbal communication skills in English is a huge plus.
  • Demonstrated commitment to professional integrity, quality assurance, transparency, accountability, and ethical engineering practices.
