The Team Leader-cum-Sr. Highway Engineer shall be responsible for providing overall technical and managerial leadership for highway development, construction supervision/Independent Engineer (IE) services, project preparation, and operation & maintenance assignments. The key responsibilities shall include:
- Provide overall leadership, technical direction, coordination, and management of highway projects.
- Act as the principal technical and managerial interface with the Client, Contractors, Consultants, and other stakeholders.
- Lead and supervise highway project activities to ensure compliance with approved designs, specifications, contract conditions, quality standards, safety requirements, and applicable codes and guidelines.
- Manage and coordinate Construction Supervision/Independent Engineer (IE) services for major highway projects, including 4/6/8-lane projects.
- Review and monitor construction methodologies, work programmes, progress, quality assurance, material testing, site activities, and compliance with approved drawings and specifications.
- Lead the preparation/review of Detailed Project Reports (DPR), feasibility studies, engineering designs, estimates, tender documents, and other project preparation deliverables for major highway projects.
- Provide technical guidance on highway alignment, pavement, geometric design, drainage, structures, road safety, traffic management, utilities, and other highway engineering components.
- Coordinate with relevant authorities and stakeholders for timely resolution of technical, contractual, and project implementation issues.
- Monitor project progress against approved schedules, identify delays and risks, and recommend appropriate corrective measures.
- Provide leadership in the Operation & Maintenance of major highway projects, ensuring effective maintenance planning, performance monitoring, road safety, and service-level compliance.
- Review and advise on contractor performance, claims, variations, extensions of time, and other contractual matters, as applicable.
- Ensure effective implementation of quality control and quality assurance systems and compliance with environmental, health, and safety requirements.
- Lead technical meetings, progress reviews, inspections, and discussions with the Client, Contractors, authorities, and other stakeholders.
- Prepare/review technical reports, progress reports, inspection reports, and other project-related documentation.
- Mentor and guide the technical team and ensure effective deployment and utilization of project resources.
- Ensure that all project activities are undertaken in accordance with applicable Government of India/MoRTH/NHAI standards, specifications, manuals, and contractual requirements, as applicable.
- Perform any other duties and responsibilities assigned by the Client/Employer in connection with successful delivery of the highway project.
Essential Qualification:
- Graduate in Civil Engineering from recognized university.
- Total Professional Experience of at least 12 years in handling Highway Projects.
- At least 5 years’ experience as Team Leader/Project Manager or similar capacity in Highway Development Project.
- He should have handled as Team Leader/Project Manager or similar capacity of at least two projects in Construction Supervision / IC (of length 40% of project length or more of similar configuration (4/6/8 laning)).
- He should have handled as Team Leader or similar capacity of at least two Projects of project Preparation of major highway Project (of length 40% of project length or more of similar configuration (4/6/8 laning)).
- Experience as Team Leader/Project Manager or similar capacity in Operation and Maintenance of Major Highway Projects (of length 40% of project length or more of similar configuration (4/6/8 laning)).
- Medical certificate of fitness as per Appendix-B-l. (in case of Age being more than 60 years)
Preferential Qualifications:
- Post Graduate Degree in Construction Management/ Transportation/ Highway Engineering/ Structural Engineering/ any specialized stream of Civil Engineering.
- Highway Development Projects (of length 40% of project length or more of similar configuration (4/6/8 laning)) taken up under EPC.
- Degree/Diploma/Certificate in Project Management/Training program in Highways Engineering from IAHE.
