The client is a fast-growing shipping organisation, with headquarters in Dubai and offices in Europe and Asia. They are engaged in transportation of crude and petroleum products. With a strong presence in global markets and rapid growth, this organization is seeking talented individual to support its expanding operations.Responsibilities: \n Ensuring the timely ordering of the day-to-day requisitions received from the fleet, by using the software used for the procurement and the supply chain.\n Establish and negotiate contract terms and conditions and maintain supplier relationships.\n Send quotation and summarize the various offer received for the superintendent approval\n Invite, assess, and award/recommend supplier tenders, bids, quotations, and proposals after superintendent (or above) approval.\n Ensure delivery on board through logistic chain from the supplier to the vessel.\n Ensuring that the purchasing function is carried out in accordance with company procedures.\n Ensuring requisitions raised by external technical managers and the quotations collected by them are properly reviewed and controlled and are in compliance with pricing and budgeting arrangements of the owners.\n The Purchasing Manager is expected to ensure all purchases as per Dry Dock and OpEx budgets are streamlined and are in line with the and carried out in accordance with company policies.\n Assessing the vendors and suppliers as well as carrying out regular post-delivery evaluations and comparisons and keeping record of all the price deviations and technical shortcomings.\n Being part of the process of working out the most economical solutions with other departments.\n Qualifications:\n At least 2 years of purchasing experience from a shipping company.\n At least a graduate of any bachelor’s degree, University degree or equivalent experience in a related equivalent business field (procurement, business) or a comparable degree program.\n Must have negotiation, communication, decision-making and analytical skills.\n Good negotiator and vendor management skills.\n Strong English & Russian proficiency both written and verbal.\n Experience working in a fast pace, changing environment with tight budget controls and requirements.\n Commercial awareness/analysis.\n Strong written and oral communication skills.\n Solid understanding of end-to-end procurement and P2P processes.\n Negotiation, sourcing, contracting and contract
