ABOUT LABA\nLaba Holdings Limited is the umbrella landowner company of Porebada, Boera, Papa and Rea Rea in Central Province,\nPapua New Guinea. Laba delivers services into the PNG LNG and Papua LNG projects and operates a group of businesses\nacross construction, logistics, training, technology and community services.\n2. PURPOSE OF THE POSITION\nLaba's commercial function fronts every client work order, every re-tender, every Papua LNG bid and the pricing behind\nevery joint venture. This position is Laba's permanent Commercial Manager and owns that function for the group.\nThe Commercial Manager owns pricing, contracts, variations, claims and cost recovery across the group, and holds Laba's\ncommercial position with its clients and head contractors within the limits set by the Chief Executive Officer.\n3. THE COMMERCIAL PORTFOLIO\nBase services contract for ExxonMobil PNG at the PNG LNG plant site: rate reviews, amendments, cost recovery and re-tender.\nWork orders with ExxonMobil PNG for the Laba Training Academy, Laba Logistics and corporate services.\nPapua LNG bids and contracts, including a camp construction and services package and training services.\nCommercial terms and pricing for Laba's joint ventures, with the Joint Venture Manager.\n4. LABA STANDARD RESPONSIBILITIES\nUphold and live by the Laba Holdings vision, mission and values: more than just a landowner company.\nComply with Laba's contractual obligations to its clients, and with Laba policies, procedures and delegations of authority.\nWork to the QHSE policy. Stop work authority applies to every person.\nGive first preference to the people of Porebada, Boera, Papa and Rea Rea in every hiring, training and procurement decision, as the Project Labour Agreement requires.\n5. KEY RESPONSIBILITIES\nOwn the price build for every bid, re-tender and work order: labour rates reconciled to the Project Labour Agreement, statutory on-costs, overheads, management fee and margin, with the assumptions written down.\nLead commercial negotiation with client procurement and head contractor contracts teams, within positions approved by the Chief Executive Officer.\nManage variations, change notices, claims and cost recovery, and keep the variation, change, claim and risk registers current.\nAdminister contracts: amendments, extensions, compliance with client contracting requirements, supplier registration and pre-qualification.\nRun the bid calendar and bid office with the Senior Commercial Advisor, with document control on every submission.\nDeliver the monthly commercial report to the General Manager and the Chief Executive Officer: revenue, margin, work in progress, forecast and variations outstanding.\nWith the Financial Controller, hold invoicing to contract terms and chase debtors.\nReview the commercial terms of every joint venture with the Joint Venture Manager before they go to the Chief Executive Officer.\nTake handover of the commercial registers, templates, pricing models and open negotiations, and keep them current.\nBuild commercial capability in the Laba team and develop a successor.\n6.KEY PERFORMANCE INDICATORS, FIRST TWELVE MONTHS\nCommercial registers and pricing models current within 30 days of start.\nEvery bid, re-tender and work order priced and submitted on time.\nVariations and claims submitted within contract time limits.\nMonthly commercial report by day ten, twelve of twelve.\nDebtor days within contract payment terms.\n7.MINIMUM REQUIREMENTS\nEssential\nTen years or more in commercial or contracts management in resources, oil and gas or construction services, with at least five as commercial manager or equivalent.\nHas priced and negotiated services contracts with a Tier 1 operator or an EPC head contractor.\nCommand of rate build-ups, schedule-of-rates and measured contracts, variations and claims.\nStrong financial modelling in Excel.\nDegree in commerce, accounting, quantity surveying, engineering or law.\nWorking knowledge of the PNG Employment Act 1978 and labour agreements on resource projects.\nDesirable\nContracting experience with ExxonMobil PNG, PNG LNG or Papua LNG contractors.\nLaba Holdings Limited | More than just a landowner company Page 3\nExperience in a landowner company or national content business.\nCPA, CA or RICS membership.\n8.HOW TO APPLY\nApplications and enquiries are handled by Airswift (Air Energi Pacifica Limited) on Laba's behalf.
