The role offers broad involvement across site construction, contractor management, permit to work activities, inspection, pre-commissioning, mechanical completion, punch list close-out, and handover. This position will suit professionals with strong construction management capability and experience working within complex project environments.\nRequired Education:\nB.Sc. in an Engineering discipline from a recognized university, or Diploma in a relevant engineering discipline with extensive construction-related experience\nRequired Experience:\nMinimum of ten years of experience in relevant construction and installation activities within oil and gas projects\nExperience supervising site construction and installation works for assigned construction or EPIC contracts\nExperience reviewing construction plans, schedules, method statements, JSAs, material submittals, and commissioning procedures\nExperience supporting project completion, handover, inspection, testing, punch list close-out, and construction dossier review\nExperience applying construction industry best practices, systems, processes, and standards\nRequired Skills:\nStrong construction management capability across detailed design and execution stages\nAbility to supervise contractor activities to ensure compliance with scope of work, engineering standards, specifications, procedures, and regulations\nKnowledge of QHSE standards and safe execution of site construction activities\nAbility to act as performing authority for Permit to Work activities carried out by contractors\nStrong inspection, testing, mechanical completion, and pre-commissioning coordination capability\nAbility to review and endorse red marked-up and as-built drawings\nEffective communication and conflict resolution skills\nAbility to coordinate contractor mobilisation, site laydown areas, permits, and gate passes\nCommitment to safety leadership across all site construction activities\nPreferred Qualifications:\nAn additional or secondary HSE qualification such as IOSH or NEBOSH\nPrimary Duties and Responsibilities:\nResponsible for supervision of construction works executed by contractors to ensure Department’s assigned projects are constructed in accordance with the approved Scope of Work, engineering design, QHSE standards & specifications. Review and provide comments on construction method statements, material submittals, commissioning procedures from start of construction of projects till completion and handover to end users. Responsible as performing authority for Permit to Work by the Contractors.\nTo provide, with full responsibility and accountability, a technical service to Corporation in the Civil Construction activities, detailed design and execution stages to ensure Contractor(s) compliance to established national and international standards/specifications, procedures and regulations.\nSupervise the site construction/installation of work of relevant engineering disciplines of assigned Construction/EPIC contracts and ensure that the work is carried out in safe manner and in compliance with Scope of Work, approved Engineering Standards and Specifications.\nBe a safety leader for all site construction activities.\nReview contractors’ construction plans and schedules including method statements and JSAs.\nCoordinate and control the mobilisation of contractors to sites including site lay down areas.\nFacilitate issuance of necessary permits and Gate passes when requested by Contractors.\nCheck, inspect and test completed project work and/or arrange appropriate precommissioning inspections and tests.
