This is a long-term contract role working on a residential basis with a potential relocation. Please see details below.\nTitle: Procurement Coordinator\nStart Date: ASAP (typically within 1 month notice)\nLocation: Qatar Onshore (potential relocation)\nWorking Schedule: 5 days per week / 8-10 hours per day or as per project requirements.\n--Experience Required--\nKey Job Accountabilities\nOversee Contractor’s Procurement team - procurement, expediting, inspection and logistics during the execution of the project to provide assurance of quality and timely delivery.\nOversee all Project Procurement activities - monitor and report progress, prepare Procurement Status Report to Project Management Team.\nAssist contractors in issuing RFQs and conducting technical evaluations of bids.\nSupport contractor negotiation efforts with suppliers and subcontractors to select the most suitable Vendors.\nExpediting Contractor for Long Lead and Critical Items in line with project requirement.\nCollaborate with subcontractor related to integration of ICS/DCS, ESD and F&G systems\nManaging procurement activities & delivery of various Instrument packages & equipment including bulk material.\nWork with Company’s Engineering and QAQC department on Vendor evaluation and selection criteria and participate in Vendor’s audits if necessary.\nAssist contractors in managing Vendor prequalification processes.\nIn coordination with client PML team for registration of new VENDOR in line with client procedures\nEvaluate Vendor performance during execution of the project and set up resolution for procurement related issues in a timely manner.\nEnsure that Contractor support the development and implementation of project HSE and QA/QC processes / procedures in close coordination with Project Management Team and QHSE Department to achieve safe and successful execution of the Project and with materials and services that meet Project requirements.\nParticipate in risk assessment and identify risk areas and mitigation measures.\nProblem solving and crisis management.\nCoordinates and supports other departments - QAQC, Engineering, Construction and Commissioning where necessary\nImplement the elements of client’s management system applicable to your function.\nUndertake familiarization with Project and discipline specific inspection documentation to ensure understanding of contract requirements.\nEnsure all procurement documentation meets project and client operation requirements.\nCoordinates and participate in inspections, and FATs in line with approved Inspection Test Plan (ITP).\nOversee that SPIRs and two-year spare parts requirements are fulfilled and delivered to client’s warehouse prior to commissioning of the new facilities.\nFamiliar with international Codes, Standards and Regularities (e.g. INCOTERMS, Shell DEPs, etc)\nFamiliar with custom clearance regulation in Qatar (e.g. CRA declaration, Dangerous goods declaration etc,)\nCoordinate with the contractor’s logistics team to expedite the delivery of materials to fabrication yards, warehouses, and offshore project sites.\nQualifications\nBSc. Engineering or higher\nIn-depth knowledge of offshore EPIC projects and supply chain management.\nFamiliarity with procurement standards within the oil and gas sector.\nProficiency in procurement software and Microsoft Office applications.\nKnowledge and Key Skills\nWith experience in oil and gas industry in multi-discipline engineering with strong Instrument background, procurement and construction environment. Preferably having formal training in supply chain, logistics and membership with recognized chartered or other professional institution.\n12 years’ experience for degree holder in similar position in Oil & Gas sector.\nExperience in GCC is desirable.\nPrevious experience collaborates and provide guidance to EPIC Contractor is required.\nPrevious working experience with Chinese companies as well as proficiency in the Chinese language knowledge is a plus.\nA good team player and shall have a good presentation, communication, and written skills. Interpersonal ability to work in multi-disciplinary team. Aptitude for taking initiative.\nThe candidate shall have strong technical background in managing procurement activities of Offshore Instrumentation Packages, Instrument Equipment, spare parts and Instrument bulks.\nExperience in sourcing & managing material in line with project specific requirement related to Hazardous area classification.\nExperience in handling Subcontractor related to integration of ICS/DCS, F&G systems\nThe candidate shall have strong background on quality requirement related to offshore Structural material and interfacing with third party certification authority (TPCA)\nIn-depth understanding of EPIC Engineering, Procurement, Expediting, Inspection and Logistics, Construction, Commissioning etc.\nIn-depth schedule development and manufacture processes.\nAbility to resolve complex problems that have implications beyond Procurement.\nDuties are normally complex and vary and require ability to work well with contractor’s personnel as part of Company team and colleagues at all levels in multidisciplinary, multicultural environment.\nIf you would like to be considered for the position, please apply direct to this advertisement with your CV with contact details.\nNot the job you are looking for?
