ABOUT LABA\nLaba Holdings Limited is the umbrella landowner company of Porebada, Boera, Papa and Rea Rea in Central Province, Papua New Guinea, and operates a group of businesses across construction, logistics, training, technology and community services.\nThese positions form Laba's management team for a camp construction and services package on a major resources construction project in Papua New Guinea, for a 24-month term from contract award. Appointments are subject to contract award.\n2. PURPOSE OF THE POSITION\nThe Procurement Manager heads the Singapore office and owns supplier selection, commercial terms and the landed-cost budget for the imported content of this contract. The structure is presented to the Client at cost, with no margin retained in Singapore. The position exists to convert a wider Asian supplier base into a lower landed cost than Port Moresby import agents can offer.\n3.KEY ACCOUNTABILITIES\nTender and select suppliers across the Asian supplier base for plant, spares, fuel, camp consumables, catering dry stores, safety consumables and imported hardware.\nBuy direct on Laba account with no import agent in the chain, and hold the landed-cost budget for the imported scope.\nOwn the procurement saving position and report actual landed cost against budget monthly to the Project Director.\nRun factory inspection and expediting where the value or the schedule risk requires it.\nSet commercial terms, including payment terms, incoterms, warranty and spares support.\nDirect S-2 on consolidation to full container loads and ocean freight booking, and S-3 on payments, letters of credit and landed-cost reconciliation.\nCoordinate demand forecasting with M8 and M9 in Papua New Guinea so orders are placed against real site consumption.\nMaintain the approved supplier register, and the certificates of origin and conformity that customs clearance requires.\nStand the office up at award and stand it down at completion, at cost.\n4.QUALIFICATIONS AND EXPERIENCE\nEssential\nTen years or more in procurement or supply chain, with at least four heading a buying function.\nDemonstrated direct purchasing from an Asian supplier base for a construction or resource project.\nCommand of landed-cost build-up: ex-works price, freight, insurance, duty, clearance and inland delivery.\nExperience with letters of credit and international payment instruments.\nDegree in supply chain, commerce, engineering or a related discipline.\nEligible to work in Singapore, or eligible for an Employment Pass.\nDesirable\nPrior shipping into Port Moresby and familiarity with PNG customs and wharf handling.\nExperience procuring heavy plant and fleet capital.\nEstablished Singapore supplier and freight-forwarder network.\n5.
