Our Group employs approximately 2000 people from 41 different nationalities, which contributes to our multicultural and multi-national environment.\nEmirates Electrical Engineering is a specialized business platform that provides comprehensive turnkey solutions combining development, financing, construction and operation of solar rooftops for commercial and industrial building in the UAE, also a responsive and flexible organization dedicated for the design and construction of turnkey electrical power projects such as High Voltage Substations, Cable Networks and Transmission Lines.\nJob Purpose\nThe HSE (Health, Safety, and Environment) Engineer is responsible for overseeing and ensuring that all safety, health, and environmental practices comply with legal standards and company policies across the project site. The HSE Engineer is a leadership role that supports the implementation of safety protocols, manages the HSE team, conducts detailed risk assessments, and ensures all operations are carried out without compromising safety or environmental integrity. This role also involves working closely with site engineers, supervisors, and management to promote a culture of safety and environmental responsibility on site.\nJob Responsibilities\nHSE Management System:\nDevelop, implement, and continuously improve the HSE Management System to ensure site activities are conducted in full compliance with HSE regulations.\nEnsure that the HSE system aligns with local and international regulations, industry best practices, and company standards.\nConduct periodic HSE audits and inspections to assess the system’s effectiveness and recommend improvements.\nRisk Assessments and Hazard Identification:\nOversee the risk assessment process, ensuring that all site activities are assessed for potential health, safety, and environmental hazards.\nImplement and monitor the mitigation of risks, ensuring that control measures are in place and actively maintained.\nLead detailed Job Safety Analysis (JSA), and identify corrective actions to eliminate risks in high-risk areas.\nSafety and Environmental Compliance:\nEnsure full compliance with local and international safety, health, and environmental regulations, including OSHA, OSHAD, and Civil Defense standards.\nSupervise the adherence to environmental policies, including waste management, emissions control, and resource conservation.\nReview and ensure that all environmental permits, licenses, and documentation are up to date.\nTraining and Development:\nOversee the development and delivery of HSE training programs, including inductions, safety procedures, emergency response, and environmental impact awareness for all site personnel.\nHSE Documentation and Reporting:\nEnsure the accurate and timely documentation of all HSE activities, including risk assessments, safety reports, accident and incident reports, audits, and compliance checks.\nPrepare monthly and weekly HSE performance reports\nHSE Leadership and Team Management:\nSupervise and lead the HSE Officers and support their efforts in enforcing safety protocols and conducting site safety inspections.\nEmergency Response Management:\nOversee the preparation and implementation of emergency response plans, ensuring all emergency situations (e.g., fire, chemical spills, medical emergencies) are addressed promptly and effectively.\nConduct regular emergency drills for all personnel, ensuring that everyone is familiar with emergency procedures.\nRegulatory Liaison:\nLiaise with regulatory authorities, ensuring that all HSE documentation, inspections, and certifications meet legal requirements.\nEnsure compliance with environmental regulations, including proper waste disposal and control measures.\nSustainability and Environmental Initiatives:\nDevelop and implement sustainable practices across the site, reducing the environmental impact of operations.\nContinuous Improvement and Safety Culture:\nFoster a safety culture on site by engaging employees at all levels in safety initiatives, campaigns, and continuous safety education.\nMonitor and track key safety performance indicators (KPIs), such as accident frequency rates, near misses, and corrective action closure rates.\nJob Requirements\nQualifications\nMinimum Education: Bachelor’s degree in Occupational Health and Safety, Environmental Engineering, Mechanical Engineering, Civil Engineering, or related field.\nCertifications:\nNEBOSH IGC or equivalent international certification.\nOSHAD or equivalent UAE-specific safety certification.\nEnvironmental certifications such as ISO 14001 or related.\nExperience\nAt least 2-4 years of experience in HSE management in the construction, engineering, or industrial sectors.\nExperience in site supervision and managing safety for large-scale construction projects.\nProven track record in accident investigation, risk assessment, and implementation of safety policies and regulations.\nExperience working on ESCO projects, retrofit projects, or large-scale MEP construction projects is a plus.\nKnowledge & Skills\nHSE Expertise: Strong technical knowledge of health, safety, and environmental regulations and HSE management systems.\nExpertise in conducting HSE audits, inspections, and risk assessments.\nCommunication Skills: Strong verbal and written communication skills for preparing reports, conducting safety meetings, and liaising with external authorities.\nAbility to train and motivate employees in safety protocols and risk mitigation strategies.\nProblem-Solving and Decision Making: Ability to identify potential hazards, evaluate risks, and take corrective action to prevent accidents or environmental damage.\nQuick decision-making in emergency situations and effective response to incidents.\nProject Management Skills: Ability to manage multiple HSE priorities in a fast-paced environment and oversee large teams.\nProven ability to manage complex projects and maintain compliance with safety standards.\nTechnical Skills: Proficiency in HSE software tools, safety reporting tools, and MS Office and Familiarity with incident tracking systems and risk assessment tools.\nAt Al Rostamani Group,
