As you consider applying, reflect on how your unique skills, passion, and vision align with our mission to innovate and energize the world responsibly.\nThe HSE Engineer is responsible for supervising, overseeing, and ensuring the effective implementation of the Project-specific Quality, Health, Safety, Security, and Environmental (QHSSE) Management System across Alcazar Energy’s wind energy projects in the Red Sea region, covering assets under development, construction and operation.\nThe HSE Engineer is responsible for monitoring, inspecting, auditing, and reporting on the overall QHSSE performance of contractors and service providers, ensuring proactive risk management during both construction and operational phases. The role ensures that the Turbine Supplier, Balance of Plant (BoP) Contractor, and OEM Contractor comply with contractual requirements, applicable national regulations, and international best practices.\nThis role interfaces closely with the Delivery & Operations (D&O) Team at both project and corporate levels, contractor HSE teams, site management, and relevant stakeholders to ensure that all project activities are conducted safely, responsibly, and in full compliance with regulatory and company requirements, while fostering a strong and sustainable safety culture across Alcazar Energy’s assets in Egypt.\nQHSSE Leadership, Risk Management & Compliance:\n§ Provide strong leadership and hands-on direction on all QHSSE aspects, promoting a robust safety culture across the entire Project team, from Alcazar Energy representatives to contractors and subcontractors.\n§ Closely oversee the contractors’ development, implementation and continuous improvement of the Project-specific QHSSE Management System.\n§ Lead hazard identification and risk assessment processes, ensuring effective mitigation and control measures are implemented.\n§ Provide direct oversight of high-risk activities, including but not limited to transportation of abnormal loads, traffic safety, lifting operations, work at height, electrical works, confined spaces, turbine erection, etc\n§ Monitor QHSE performance through regular site inspections, audits against the requirements of the MS, and proactive engagement. Identify non-compliances, non-conformities, and improvement opportunities, supervise the implementation of corrective actions, and ensure timely closure of findings.\n§ Conduct investigations of incidents and accidents when required, ensuring proper root cause analysis and implementation of corrective and preventive measures.\n§ Review and ensure the adequate implementation of contractors’ method statements, risk assessments, and safe systems of work, verifying alignment with contractual obligations, applicable international standards of good practice, and regulatory requirements.\n§ Oversee environmental management and regulatory compliance, including hazardous materials handling, waste management, pollution prevention, and adherence to lender Environmental & Social (E&S) requirements.\n§ Ensure effective emergency preparedness and response coordination, emergency response organisation, including fire and life safety compliance, emergency drills, and readiness verification.\n§ Monitor occupational health aspects, including ergonomics and industrial hygiene, safeguarding workforce wellbeing.\n§ Operate in full compliance with internal policies and procedures and applicable laws and regulations, including but not limited to the Code of Conduct, E&S Policies, and HR Policies.\n§ Drive continuous improvement initiatives and embed the best international practices in QHSSE management across all project phases.\nPreferred Qualifications:\n· Bachelor’s Degree in Engineering (Electrical, Mechanical, Safety, Environmental or related field).\n· NEBOSH and/or IOSH certifications.\nPreferred Experience:\n· Minimum of 8 years’ experience for HSE Engineer\n· Previous experience with a Developer or a Technical Consultancy\n· Practical experience in onshore wind and solar PV utility scale infrastructure assets\n· Extensive experience working with IFC Performance Standards on Environmental & Social Sustainability, EBRD Environmental & Social Requirements, World Bank HSE Guidelines and E&S frameworks of other reference development financial institutions and/or multilateral banks\n· Previous experience in a company with a strong QHSE culture and/or in internationally financed projects (that required meeting IFC Performance Standards on Environmental & Social Sustainability and/or EBRD Environmental & Social Requirements)\n· Previous experience in MENA, Northern Africa, Turkey, Eastern Europe or Central Asia regions is preferred.\nJob Specific Skills:\n· Proven ability to work in a team, self-motivated, with a collaborative and committed attitude and great\ncapacity to influence others whilst being diplomatic\n· Ability to communicate and present to all levels of the organisation and external stakeholders / parties\n· Quality focused with a strive for excellence with demonstrated report writing skills\n· Shares ideas and expertise pro-actively, provides feedback constructively and demonstrates receptiveness to new thinking\n· Strong sense of ethics and integrity\n· Passionate about occupational health & safety, security, quality protection and labour management and strong affinity working with contractors and subcontractors\n· Understands cultural sensitivities of the communities where Alcazar Energy operates\n· Proficient in MS Outlook, Word, Excel and PowerPoint\n· Current valid driving license\nWe appreciate your time in considering a career with Alcazar Energy.
