Senior Program Evaluator

Essential Duties

• Serve as the lead evaluator for multiple evaluation projects, managing them from planning through completion and ensuring high-quality, timely deliverables that meet client needs.
• Manage day-to-day client and stakeholder relationships for assigned projects, including identifying and responding to evaluation needs, refining evaluation questions, providing technical assistance, facilitating meetings, communicating findings, and maintaining alignment between evaluation activities and client priorities.
• Manage project workplans, timelines, deliverables, and data collection activities; monitor progress and emerging issues and communicate project status to the EGD Director.
• Design and implement all phases of program evaluation, including evaluation design, development of evaluation questions and measures, data collection, analysis, interpretation, reporting, and dissemination.
• Develop and implement quantitative and qualitative data collection methods, including surveys, interviews, focus groups, and other approaches appropriate to the evaluation.
• Clean, manage, merge, validate, analyze, and interpret quantitative and qualitative data from multiple sources using appropriate statistical, evaluation, and research methods.
• Translate evaluation findings into meaningful conclusions, recommendations, and actionable information for clients and stakeholders.
• Develop clear and engaging evaluation reports, presentations, infographics, and other products that effectively communicate findings to a variety of audiences.
• Develop or assist with interactive dashboards and other data visualization tools using Power BI, ArcGIS, or similar platforms to support performance monitoring, data use, and communication of evaluation findings.
• Present evaluation findings at annual state and national conferences and facilitate discussions with clients and stakeholders to support understanding and use of evaluation results.
• Periodic statewide travel for meetings with Pennsylvania Department of Education project staff.
• Supervise the Evaluation Specialist and/or EGD intern by assigning work, providing guidance and feedback, and reviewing project deliverables as appropriate.
• Maintain professional and technical knowledge through ongoing professional development and participation in relevant meetings, conferences, networks, and professional organizations.
• Perform other duties as assigned.

Qualifications

• Master's degree in education, evaluation, social sciences, statistics, public policy, public administration, public health, or a related field. Candidates nearing completion of a master's degree may be considered based on relevant experience.
• Three or more years of professional experience conducting program evaluation, applied research, data analysis, or closely related work. Experience independently managing evaluation projects preferred.
• Demonstrated experience designing and implementing program evaluations using quantitative, qualitative, and/or mixed-method approaches.
• Demonstrated experience cleaning, managing, merging, analyzing, and summarizing large or complex datasets.
• Proficiency with Excel. Experience with one or more statistical or analytical software packages such as SPSS, R, SAS, Stata, Python, or similar tools a plus.
• Preferred experience developing dashboards and interactive data visualizations using Power BI, Tableau, or comparable platforms preferred.
• Preferred experience using ArcGIS or other geographic information systems to analyze, map, or visualize geographic data preferred.
• Demonstrated ability to develop high-quality visual communication products, including charts, infographics, dashboards, presentations, data briefs, or other accessible approaches to communicating evaluation findings.
• Experience developing and administering surveys and other data collection instruments. Experience conducting interviews and focus groups preferred.
• Excellent written and oral communication skills, including demonstrated ability to translate complex data and evaluation findings into clear, meaningful information for technical and non-technical audiences.
• Excellent interpersonal and client service skills and the ability to work effectively with local, state, and national clients, partners, and stakeholders.
• Demonstrated ability to independently manage projects, establish priorities, solve problems, take initiative, manage multiple deadlines, and produce high-quality deliverables.
• Ability to build positive working relationships and collaborate effectively with multiple internal and external stakeholder groups.
• Strong organizational skills and attention to detail, with an interest in learning and applying new evaluation methods, technologies, and tools.
• Proficiency with Microsoft Office/Microsoft 365 and willingness to learn and work with emerging technologies and custom-developed data collection and reporting systems.

Salary

Grade 15; Would like to hire in $78,000 - $83,000 range.
