The Billing Manager is responsible for client invoicing, subcontractor invoicing, WinTeam administration, and ensuring company compliance with relevant government laws and regulations.\nRESPONSIBILITIES:\nConduct routine audits of payroll to ensure compliance with the Federal Acquisition Regulation (FAR), Service Contract Act (SCA), and contract-specific requirements; manage audit process, create audit parameters and frequency\nAddress compliance deficiencies; conduct management notifications (liaise with client, as needed), develop guidance materials, coach and mentor field staff, bringing them into compliance and developing a roadmap for maintaining compliance\nCreate and manage all processes related to billing department\nResponsible for all client-facing billing functions for federal contracts to include:\nPreparation of invoices and making necessary adjustments via Courier\nSubmission of invoices to clients\nReconciliation of company payroll reporting against government order to ensure accuracy\nWork with Pricing team to ensure proper tracking of funds\nResponsible for subcontractor Invoice processing, to include:\nReview of subcontractor invoices to ensure accuracy\nProcessing of subcontractor invoices through Verian\nAdministration of invoices through Courier, when applicable\nProcesses invoices for all requests for equitable adjustment (REA), one-time and other adjustments to federal contract bill rates\nProvides invoicing amounts, contract spend, etc. to Contracts Administration and Pricing teams as needed for budget tracking and federal contract-required reporting\nResponsible for WinTeam Administration for all contract changes, to include:\nProcessing of employee wage, H&W, and fringe benefit increases\nCommunications with Union Administration, IT Development, and Benefits teams to ensure all changes to federal contract collective bargaining agreements are actioned\nInitial schedule creation when new contracts are awarded\nUpdates to post setup for schedules when client modifications are received\nProcessing of bill rate Increases In all Internal systems\nQUALIFICATIONS:\nMust possess one or more of the following:\nAssociate’s degree in Business Administration, Finance, or related field\nHigh School diploma with a minimum of five (5) years of government contract billing experience.\nActive Security Clearance or ability to obtain Security Clearance (Top Secret preferred)\nMinimum of three (3) years of government contract billing experience\nMinimum of three (3) years of experience within military, law enforcement, or security fields\nExperience reading, understanding, and implementing government contracts and contract provisions\nDemonstrated ability to take initiative, successfully handle and prioritize multiple competing assignments and effectively manage deadlines\nHighly proficient and fully functional in all Microsoft Office applications and able to effectively utilize all available office management technology\nProfessional, articulate, and able to use good independent judgment and discretion\nOutstanding oral and written communication skills\nKeen attention to detail\nStrong analytical and organizational skills\nAbility to work well in a dynamic environment with competing demands for priority\nBONUS QUALIFICATIONS (NOT REQUIRED):\nPrior experience working in the government sector as a Contracting Officer, Contract Specialist or Contracting Officer Representative\nBachelor’s Degree in Business Administration, Finance, or related field\nCOPENSATION & BENEFITS:\nPay Rate: $80,000-$115,000 per year\nMedical, dental, vision, basic life, AD&D, and disability insurance\nEligibility for our retirement plans\nEight paid holidays annually, five sick days, and four personal days\nVacation time offered at an accrual rate of 3.08 hours biweekly.
