This is a mid-level role for an experienced project manager who can independently manage client engagements and grow into a broader Delivery Lead position.\nThe ideal candidate will be PMP certified, have experience supporting federal, state, local, transportation, utility, or other public-sector clients, and possess prior hands-on experience in software development, systems analysis, business analysis, quality assurance, data, infrastructure, or another technical discipline.\nThe Technical Project Manager will work closely with client stakeholders, software engineers, architects, business analysts, quality assurance teams, product owners, subcontractors, and Allwyn leadership. The individual will be responsible for ensuring projects are delivered on time, within scope and budget, and in accordance with contractual, technical, security, and quality requirements.\nThis role requires strong Agile delivery experience, sound technical judgment, disciplined project governance, and the ability to communicate effectively with both technical teams and executive stakeholders.\nKey Responsibilities\nManage the day-to-day delivery of software development, application modernization, cloud, data, systems integration, and digital transformation projects.\n\nDevelop and maintain project plans, schedules, release roadmaps, resource plans, sprint plans, risk registers, issue logs, dependency trackers, and status reports.\n\nLead Agile delivery activities, including sprint planning, daily stand-ups, backlog refinement, sprint reviews, retrospectives, and release planning.\n\nCoordinate the work of developers, architects, business analysts, quality assurance specialists, DevOps engineers, data professionals, vendors, and subcontractors.\n\nWork with product owners and client stakeholders to define priorities, clarify requirements, manage the backlog, and establish achievable delivery commitments.\n\nMonitor project scope, schedule, budget, staffing, quality, risks, issues, dependencies, milestones, and contractual obligations.\n\nIdentify delivery challenges early, develop corrective action plans, and escalate material risks with clear recommendations.\n\nFacilitate communication among client stakeholders, technical teams, vendors, subcontractors, and Allwyn leadership.\n\nPrepare and present project status reports, executive briefings, governance materials, meeting minutes, decision logs, and other client deliverables.\n\nEnsure compliance with applicable contracts, statements of work, service-level expectations, security requirements, and client governance processes.\n\nSupport project financial management, including resource forecasting, utilization, budget tracking, invoice validation, and subcontractor coordination.\n\nCoordinate testing, release readiness, production deployment, transition, and post-production support activities.\n\nSupport proposals, project estimates, staffing plans, oral presentations, and transition activities for new engagements.\n\nRequired Qualifications\nBachelor’s degree in Computer Science, Information Technology, Engineering, Business, Management Information Systems, or a related discipline.\n\nActive Project Management Professional certification.\n\nApproximately 6-10 years of progressive technology delivery experience, including at least 3-5 years managing software development, application modernization, or IT implementation projects.\n\nExperience delivering projects for federal, state, local, transportation, utility, healthcare, or other public-sector or regulated organizations.\n\nPrior professional experience in software development, engineering, systems analysis, business analysis, quality assurance, data, infrastructure, or another technical discipline.\n\nDemonstrated experience managing software development projects through the full systems development life cycle.\n\nStrong understanding of Agile delivery practices, including Scrum, Kanban, backlog management, sprint planning, estimation, velocity, release planning, and iterative delivery.\n\nExperience using Agile, Waterfall, and hybrid delivery methodologies.\n\nExperience managing cross-functional teams, subcontractors, third-party vendors, and geographically distributed resources.\n\nDemonstrated ability to manage project schedules, resources, budgets, risks, issues, dependencies, deliverables, and change requests.\n\nWorking knowledge of modern technology environments, including cloud platforms, APIs, databases, DevOps, CI/CD, application integration, cybersecurity, and enterprise software architectures.\n\nProficiency with tools such as Jira, Confluence, Azure DevOps, Microsoft Project, Smartsheet, Microsoft Teams, or SharePoint.\n\nStrong written, verbal, presentation, facilitation, negotiation, analytical, and problem-solving skills.\n\nMust be authorized to work in the United States and able to satisfy applicable public-sector background investigation or clearance requirements.\n\nPreferred Qualifications\nCertified ScrumMaster, Professional Scrum Master, SAFe Agilist, PMI-ACP, ITIL, or comparable Agile or service-management certification.\n\nExperience supporting transportation, rail, transit, utilities, federal agencies, state agencies, or local-government organizations.\n\nExperience with application modernization, cloud migration, enterprise integration, data platforms, cybersecurity, artificial intelligence, analytics, or digital transformation.\n\nExposure to platforms such as AWS, Microsoft Azure, ServiceNow, Appian, MuleSoft, Databricks, Snowflake, Salesforce, ERP, CRM, or enterprise asset-management systems.\n\nExperience managing fixed-price, time-and-materials, task-order, or indefinite-delivery contracts.\n\nExperience supporting project financial management, contract compliance, subcontractor management, invoicing, and resource utilization.\n\nExperience contributing to proposals, project estimation, client presentations, or account
