Public Safety / Sworn Compensation & Classification Specialist
AlphaGov is seeking a Public Safety / Sworn Compensation & Classification Specialist for project-based engagements supporting municipal and county studies that include police, fire, EMS/paramedic, and related public-safety pay plans.
You will lead or co-lead the sworn/public-safety portions of classification and compensation studies - peer selection for public-safety markets, rank/step analysis, specialty pay, FLSA public-safety considerations, and compression between sworn and civilian structures. This role pairs with civilian class/comp leads on mid-to-large city studies.
What you'll do:
- Lead sworn/public-safety class/comp analysis (police, fire, EMS/paramedic)
- Design public-safety peer sets and market surveys
- Analyze rank structures, steps, specialty/incentive pay, and overtime patterns relevant to compensation studies
- Assess compression between sworn schedules and civilian plans
- Draft sworn-section findings and recommendations for reports and council briefings
- Support AlphaGov proposal technical content for mid-band municipal studies with multi-structure scopes
Requirements
- Required:
- - 5+ years public-safety compensation, classification, or municipal HR work covering police and/or fire pay plans
- - Direct experience on at least one completed study or major pay-plan redesign involving sworn employees
- - Strong analytical and writing skills; ability to explain findings to non-HR leaders
- - Ability to cite concrete past government projects (agency, role, year)
Nice to have:
- Both police and fire experience
- Paramedic/EMS schedules
- Collective bargaining familiarity (analysis only - not labor negotiation)
- Southeast municipal experience
