Amentum is the contract service provider to the DOJ ICITAP and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.\nPlease Note: This is an Independent Contractor position with Amentum, it should not be considered an employment relationship with Amentum.\nPOSITION SUMMARY:\nAmentum is currently seeking a qualified candidate to serve as Open Source Intelligence Instructor in Cotonou, Benin. This position will be responsible for training and mentoring Republic of Benin Police Républicaine - Cellule d’Investigation Antiterroriste (CIAT) Intelligence Analysts, to develop and mature the CIAT’s capacity to independently conduct counterterrorism focused OSINT and Social-Media intelligence analysis.\nJOB DUTIES AND RESPONSIBILITIES:\nThe instructor will be responsible for counterterrorism focused OSINT and Social-Media analysis training, mentoring, and advising of CIAT Intelligence Analysts under the Benin Counterterrorism Law Enforcement Training, Equipping and Mentoring Program in coordination with and under the supervision of the Benin Counterterrorism Law Enforcement Assistance Attaché\nDevelop and deliver Basic - Intermediate OSINT Social-Media Analysis training, relevant to current terrorism threat environment in Sahel and Coastal West Africa, interactive in its delivery with scenario-based exercises and individual or team presentations.\nCollaborate with other Benin Counterterrorism Investigations and Intelligence Instructor/Mentors.\nMeet with CIAT Intelligence Analysts to provide expert guidance and mentorship to further counterterrorism-based operations and investigations.\nPrepare all training and mentoring materials in Microsoft Word format for French translation by ICITAP Benin translation team.\nIn collaboration with CIAT supervisors, support the institutionalization of established knowledge and skills, through development of OSINT and Social Media Analysis Standard Operating Procedures (SOP) recommendations for intelligence analysis in counterterrorism investigations and operations, to identify, investigate, disrupt, and prevent terrorist activities as well as prosecute terrorist suspects.\nIdentify and recommend open-source and/or commercially available software that supports the OSINT and Social Media analysis needs of CIAT.\nSupport the development of mentoring and performance monitoring plans for CIAT Intelligence Analysts.\nMonitor project indicators and compile data to demonstrate project progress.\nDraft written reports documenting OSINT - Social Media Analysis training and mentoring activities and accomplishments for inclusion in ICITAP Monthly and Quarterly Reports.\nREQUIRED SKILLS AND QUALIFICATIONS: \nBachelor’s Degree from an accredited university or equivalent professional qualifications and experience.\nTen years of documented employment experience conducting intelligence analysis in counterterrorism, counterdrug, human trafficking, organized crime, corrections or jail intelligence analysis, with emphasis in OSINT and Social-Media analysis, to support an accredited federal, state, or municipal law enforcement agency, a private sector intelligence organization or academic institution.\nExperienced in training and mentoring in austere environments and able to adapt to specific country/organization needs. \nExperience delivering presentations and training through language translators.\nExperience working independently with general direction to achieve defined results.\nDemonstrated experience providing mentoring to develop intelligence analysis skills.\nPrevious experience researching, testing and defining requirements for either open source or commercially available OSINT and Social Media analysis software programs.\nExperience in multi-tasking across multiple lines of effort to meet program requirements and timelines.\nProficient in Microsoft Suite.\nDESIRED QUALIFICATIONS: \nMaster’s Degree from an accredited university.\nQualified in designing and delivering both the practical and theoretical segments of course curriculums.\nFrench language
