The Observer will ensure adequate observation and physical control of construction workers regardless of whether observation is of pedestrian construction personnel, construction vehicles or oversight of special construction items/equipment. Observers may also be utilized for oversight of specialty items off/outside the construction zone, to include oversight when transporting specialty items to and from the construction sites/zone. Additionally, observers will assist with construction zone/site badge issue and control for all/any personnel requiring entry to the construction zone/sites.\nDuties/Responsibilities:\nShall understand, be able to apply and adhere to the principles of the Privacy Act, Title 5 of the U.S. Code, Section 552a and applicable rules and regulations.\n\nShall understand, be able to apply and adhere to the principles of Operations Security (OPSEC) for identifying, controlling and protecting critical unclassified information per National Security Decision Directive Number 298 and DODD 5205.2 (series) DOD OPSEC Program Manual.\n\nShall have the ability to meet and deal successfully with the general public.\n\nShall understand and apply printed rules, detailed orders, instructions, and training materials to their assigned duties.\n\nShall have the ability to maintain poise and self-control under stress.\n\nShall have the ability to conduct “Stop & Question” of person’s found in closed and locked areas, parking lots and throughout the construction site after hours and on weekends/ holidays to ensure no criminal activity has or is taking place.\n\nShall have the ability to construct and write clear, concise, and accurate detailed reports if needed.\n\nMinimum Requirements:\nActive TS Clearance\n\nAt least 2 years’ experience in at least one of the following areas of expertise: Construction security surveillance, Technical Surveillance Countermeasures, Industrial or Government security involving counterintelligence, construction quality assurance, or hands on supervisory construction experience.\n\nMust possess avalid state-issued driver’s license or permit\n\nHigh School diploma or equivalent\n\nShall not have any misdemeanor convictions involving moral turpitude, acts of dishonesty, assault or battery or felony convictions, nor receive any while employed in this position.\n\nMust be able to fluently read, write and speak English.\n\nWork Environment, Physical Demands, and Mental Demands:\nThis is an in-the field position, with no unusual hazards, occasional lifting up to 50 lbs, frequent and prolonged walking, standing, sitting, stooping, climbing, crawling, jumping, occasional running or sprinting, capable of hearing ordinary conversation at 15 feet with either ear or without benefit of a hearing aid, constant mental alertness, must possess planning/organizing skills, and must be able to work under deadlines.\n\nAdditional Requirements:\nPhysical examination required within 35 days before assignment to duty.\n\nIf needed, shall be able to obtain (within 30 days) any required specialty license for operating equipment or vehicles on site if needed for special circumstances or situations.\n\nTestifying: If applicable, the contractor shall fully cooperate, as required, to testify or submit statements in administrative and criminal legal proceedings.
