This role ensures that all payroll systems and processes align with business operational requirements and compliance standards.\nResponsibilities\nOversee daily payroll department operations to ensure functional efficiency and accurate, timely employee compensation.\n\nReviews or directs the review of personnel records to verify pay rates, job classifications, and status changes for new and existing employees.\n\nAssign duties and monitors work for accuracy, neatness, and strict adherence to company policies and procedures.\n\nMaintains and reconciles payroll-related ledger accounts to ensure financial integrity.\n\nManages payroll system processing to ensure optimal performance and timely filing of all required reports.\n\nProvides guidance to the Accounting Manager and assists in responding to Corporate, Defense Contract Audit Agency (DCAA), and other external audit entities.\n\nPrepare accounting papers, schedules, exhibits, and summaries in accordance with company Standard Operating Procedures (SOP) and applicable laws.\n\nResearch and advises senior management on the accounting treatment of complex transactions to ensure compliance with corporate, federal, state, and local authorities.\n\nReviews and approves transactions for timely submittal to support financial activity through the payroll system.\n\nPrepares and reconciles payroll tax deposits, tax reports, and off-cycle payments.\n\nEvaluates and standardizes procedures to improve the operational efficiency of the team.\n\nResolves payroll inquiries and troubleshoots errors or technical issues within the payroll systems.\n\nDirectly supervise employees, including training, performance planning, work direction, and conflict resolution.\n\nMinimum Knowledge & Requirements\nBachelor’s degree in accounting (two years of related experience may substitute for each year of the four-year degree).\n\nFour years of experience with computerized payroll software; ADP, Costpoint, Deltek, Unions, and at least 3 years of managerial experience preferred.\n\nDirect experience with Deltek Costpoint and Government Accounting/Payroll processes.\n\nIn-depth knowledge of Union and Service Contract Act (SCA) payrolls, including Wage Determination tables.\n\nProven ability to interpret and apply Collective Bargaining Agreements (CBAs) in a daily operational setting.\n\nProficiency in managing payroll in accordance with multi-tier CBA wage scales and fringe benefit requirements.\n\nSolid understanding of Federal Acquisition Regulations (FAR) and Generally Accepted Accounting Principles (GAAP).\n\nStrong technical knowledge of spreadsheets and relational database programs for data processing.\n\nExcellent communication, leadership, and problem-solving skills.\n\nMust be able to obtain and maintain a Secret US Government Clearance.
