This position reports directly to the Subcontracts Manager.\nAll safety policies and procedures must be followed.\nResponsibilities\nThe Procurement Specialist will perform purchasing of products that may be Commercial Off The Shelf (COTS), non-part numbered/high tech or custom developed products, and services appropriate to purchase orders within approved thresholds.\n- Establish competition for purchasing\n- Maintain extensive vendor source database\n- Support the procurement department by keeping abreast of new products and services\n- Analyze vendor supplied proposals and pricing, discounts, and delivery dates\n- Determine appropriate procurement sources and justify the price is fair and reasonable\n- Responsible for coordinating between vendor sources and the requesting department/source\n- Prepare, obtain, and maintain required documentation including but not limited to vendor information and status forms, purchase orders, subcontracts, specifications, Terms and Conditions, Certifications, deliverables and supporting documentation utilizing standard forms and negotiated terms and conditions\n- Monitor delivery for conformance to the PO/Subcontract\nAdminister Wage Scale information\n- Invoice subcontractor certified payrolls and subcontractor and PO files from \"cradle to grave\"\nQualifications\n- US Citizenship required.\n- Requires six (6) years of progressive and relevant experience in purchasing / material acquisition, or business office management. College courses, or degree, in business administration or appropriate discipline may be substituted for progressive experience.\n- Proficiency with Microsoft software (Word, Excel, Access, PowerPoint). Requires good oral and written communication skills and analytical capability.\nEssential Functions\nWork Environment:\nOffice environment (90%). Travel between various facilities is required and may bring exposure to loud noise and potentially hazardous equipment operation (10%)\nPhysical Requirements:\nMust be able to walk, stand, bend, twist and sit for extended periods as well as climb, crawl, and be able to lift up to 35 lbs.
