We are spearheading several exciting initiatives, taking on technical responsibilities for programme management, engineering oversight, and construction assurance.\nAbout the Opportunity:\nAs part of our expanding footprint in the region, we are seeking an experienced Quantity Surveyor to provide client-side commercial and cost management support on a major construction project in Saudi Arabia.\nWorking closely with the Commercial Manager and Project Manager, you will oversee contractor commercial performance, assess applications for payment, manage change and variation processes, support cost forecasting, and provide clear commercial advice to support project delivery and decision-making.\nThe successful candidate will bring strong experience working under major construction contracts, ideally NEC4 and/or FIDIC, together with a proactive approach to commercial management, cost control, risk management, and stakeholder engagement.\nKey Responsibilities:\nCommercial & Cost Management\nReview contractor applications for payment and assess contractual entitlement.\nVerify completed works against contract requirements, project progress, and agreed payment mechanisms.\nPrepare payment assessments and commercial recommendations.\nMonitor project costs, commitments, liabilities, and expenditure against approved budgets.\nMaintain accurate commercial records and reporting.\nChange Management\nAssess notified changes, variations, compensation events, and their commercial impact.\nEvaluate contractor quotations, cost submissions, risks, and programme implications.\nPrepare independent estimates and commercial assessments.\nMaintain change registers and ensure approved changes are reflected in project forecasts and contract values.\nIdentify emerging commercial risks and opportunities.\nForecasting & Reporting\nMaintain cost reports and forecast final project costs.\nTrack actual and forecast expenditure against approved budgets.\nAnalyse cost trends, risks, and commercial performance.\nProvide regular commercial reports and recommendations to project leadership.\nSupport commercial assurance, governance, and audit activities.\nContract & Commercial Administration\nSupport the administration and commercial management of construction contracts.\nParticipate in risk management and early warning processes.\nAdvise on the commercial implications of project decisions and contract actions.\nMonitor contractual obligations, key milestones, and compliance requirements.\nBuild effective working relationships with contractor commercial teams to resolve issues efficiently and proactively.\nStakeholder Management\nWork collaboratively with project controls, engineering, construction, finance, and contractor teams.\nProvide clear commercial analysis and advice to support informed decision-making.\nPresent complex commercial matters in a concise and practical manner.\nHere’s What You’ll Need:\nEssential Experience & Qualifications\nDegree or equivalent qualification in Quantity Surveying, Commercial Management, Construction, Engineering, or a related discipline.\nProven experience in quantity surveying or commercial management on construction, infrastructure, engineering, or major capital projects.\nExperience administering construction contracts under FIDIC, NEC4, or other recognised international forms of contract.\nStrong understanding of payment mechanisms, change management, cost control, forecasting, and contractor commercial management.\nAbility to assess contractor submissions and provide robust commercial recommendations.\nStrong analytical, negotiation, and reporting skills.\nExcellent stakeholder management and communication abilities.\nFluent Arabic and English language skills (written and verbal), with the ability to engage effectively with Saudi contractors, consultants, and project stakeholders.\nDesirable Experience\nNEC4 ECC experience, particularly Option A contracts.\nProfessional membership, or working towards membership, of RICS, CIOB, or equivalent.\nExperience delivering projects within Saudi Arabia, the Middle East, or other international major-project environments.\nExperience working in a client-side, PMC, or programme management environment.\nOur Culture:\nOur values stand on a foundation of safety, integrity, inclusion, and diversity.
