The Program Manager will lead the contractor team responsible for delivering comprehensive Information Technology (IT) support services to a federal law enforcement customer. Serving as the principal point of contact with Federal law enforcement customer leadership and the Contracting Officer Representative (COR), the Program Manager will oversee all aspects of program delivery-scope, schedule, budget, quality, risk, and personnel management.\nThis position is critical to achieving the customer’s mission objectives supporting law enforcement, counterintelligence, and security functions worldwide.\nResponsibilities\nExercise overall management and on-site leadership of the contract, its projects, and personnel.\nDevelop and maintain Program/Project Management Plans, Quality Assurance Plans (QAP), project schedules, and project artifacts as required.\nOversee program financial success; monitor costs to ensure best value to the Government.\nCoordinate cross-division collaboration and reach-back to Subject Matter Experts (SME) as required.\nConduct regular reviews, identify and manage progress, risks, and issues; provide status and performance reports.\nDevelop and deliver interim progress reviews (IPRs) and senior management reviews (SMRs).\nEnsure contract deliverables are produced and delivered on schedule, and contract compliance is maintained.\nBenchmark and compare contractor performance to industry standards, recommending and implementing performance improvements.\nMaintain staffing levels and skillsets appropriate to meet contract requirements.\nEnsure compliance with government policies, security requirements, and processes (including CMMI, Agile, SDLC, and cyber requirements).\nServe as the authorized point of contact and represent the contractor to NCIS leadership, COR, and stakeholders.\nProvides direction, prioritization, coordination, and conflict resolution while managing project teams that accomplish project objectives.\nQualifications\nU.S. Citizenship required.\nActive TS/SCI security clearance required at contract start.\nExperience:\nMinimum of 15 years intensive and progressive experience in Information Technology (IT) or engineering management.\nDemonstrated ability to manage teams of 40+ IT professionals in diverse geographic locations and disciplines.\nAt least 5 years of direct experience managing complex organizations with full responsibility for organizational financial success.\nDemonstrated expertise in project and risk management, leading multi-priority IT programs.\nExperience in Federal or Department of War IT environments preferred.\nCertifications:\nProject Management Professional (PMP) certification required.\nSkilled in the use of MS Project or similar project management tools.\nSkills and Competencies:\nExcellent written and verbal communication skills-able to brief and interact with all levels of management and stakeholders.\nDemonstrated ability to manage scope, schedule, budget, risk, quality, and performance on large, multi-year IT contracts.\nAbility to execute cross-domain and cross-functional collaboration.\nKnowledge of Federal acquisition regulations, contract administration, and financial reporting.\nCommitment to process improvement, innovation, and quality management standards as referenced in CMMI and industry best practices.\nDesired Skills\nExperience supporting Federal law enforcement or Defense IT programs.\nExperience implementing capability maturity models and continuous improvement initiatives.\nStrong understanding of cyber security frameworks, configuration management, and information assurance.\nExperience with cloud migration, enterprise network transformations (NEN, NMCI, ONE-NET, NGEN), and supporting highly secure environments.\nPay Transparency Statement\nAMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $198,400.00/Yr. - USD $331,500.00/Yr. Actual compensation will be determined based on several factors permitted by law.
