The HCC Contracting Manager requires a solid understanding of contracting as well as SAP software and its functionalities. The HCC Contracting Manager will collaborate with global, cross-functional teams, including legal, sourcing, accounts payable, and finance, to ensure smooth and seamless contract management and payment operations. We are a team that delivers for our partners!\nRequired Competencies and Skills:\nKey Responsibilities:\nLead in the review, drafting, and negotiation of contracts for members of the healthcare community. Responsible for complex agreements, requiring extensive knowledge of healthcare regulations, external healthcare engagements at a large biotechnology organization, business requirements and legal compliance. Operates independently, requiring minimal supervision, engaging business partners where appropriate. Oversees timeline management and escalations as appropriate. Engages with senior leadership. Participates in strategy sessions on the execution of work between OUS and US. Engagement with functional leads in OUS and US as necessary, including Responsible Amgen Employees, HCC, Finance, Procurement and country partners to keep requests moving, along with external partners, including professionals, organizations. Ability to effectively explain contract terms and positions to internal stakeholders. Own external administrative communications, including process guidance, missing information follow-up, contract execution, invoicing and payment status. Track FFS hours, contract expirations, aging requests, pending approvals, payment status and required post-engagement documentation. Ability to effectively communicate business risks to internal stakeholders and escalate as appropriate. Extensive document drafting experience (preferably in a fast-paced environment, e.g. consulting firms, biotech, tech companies, etc.) Manage sponsorship, membership and donation workflow, including supplier onboarding coordination, C3/TPS progression, budget-owner follow-up, payment tracking and closeout. Ensure submissions are complete, timely and routed correctly. Coordinate tangible-benefit execution, including deadlines, registrations, asset collection, proof of benefit, TPS closeout and reporting. Cross-Functional Collaboration: Collaborate with legal, sourcing, accounts payable, and other relevant teams to streamline financial processes and resolve any issues or discrepancies. Ensure effective communication and foster positive working relationships. Ensure compliance with internal controls, policies, and regulations. Develop and enforce policies and procedures related to contracting and payment operations. Maintain complete, compliant and audit-ready documentation through submission, contracting, payment and closeout. Participate in audits and assist with compliance-related activities as required. Contribute to the development and implementation of strategic initiatives to optimize contracting and payment processes.\nKnowledge:\nExcellent computer and MS Office skills\nSmartsheet\nExcellent writing skills; detail-oriented\nCommunicates effectively within and outside department.\nGood understanding of standard operating procedures (SOPs) and healthcare regulations\nProject Management\nProactive Mindset\nDecision Making\nSelf-Starter\nAbility to work independently.\nAbility to prioritize and meet deadlines.\nFlexibility amidst rapidly changing environment\nInitiative and ability to ask questions.\nExperience with meeting planning and management\nExperience with facilitating vendor contracts and contracts with members of the healthcare community.\nWorking knowledge of patient-engagement workflows, sponsorship/donation processes, C3, Cvent, TPS, supplier onboarding and payment requirements.\nStrong understanding of principals of customer service as it applies to internal customers and external partners.\nVendor Management and oversight experience\nProblem Solving:\nAbility to process complex transactions from end to end, engaging business partners where appropriate.\nIdentify and escalate business issues needing resolution, identify potential process improvements and manage multiple assignments at one time.\nExercises good judgment.\nInteract with business partners to ensure compliance processes and standards are understood and followed.\nAbility to prioritize competing interests and projects and manage a high volume of contract document requests.\nMaintaining oversight of contracts and payments team providing support to Amgen staff.\nIdentify and escalate business issues needing resolution, as well as identifying potential process improvements and manage multiple assignments at one time.\nAbility to apply established compliance processes, identify exceptions and route matters to the appropriate HCC, Compliance, Legal or country-level authority.\nDetermines actions required to resolve problems or issues and coordinates with other departments as needed to ensure resolution in a timely manner.\nContribution:\nMaintain key relationships by communicating and collaborating with cross-functional partners such as Law, Regulatory, Global Meeting Management and other Worldwide Compliance and Business Ethics groups, and the International Healthcare Compliance group.\nConsistent with Amgen’s Healthcare Compliance Policy and Standard Operating Procedures:\nReview proposed arrangements via Amgen’s healthcare compliance operations system of record (C3).\nSupport Amgen staff members with any related questions and/or concerns such as C3 system support\nDraft contracts, contract amendments, and resolve any issues relating to contract negotiation or management to drive to contract execution.\nAbility to interact with all levels of the organization internally, as well as stakeholders external to Amgen with the highest level of customer service.\nBuild effective working relationships with RAEs, professional participants, advocacy organizations and internal operational partners.\nManage payment inquiries that are received from members of the healthcare community RAEs (Responsible Amgen Employee), Service Providers etc. Outcome may include further reviews, research and/or triage.\nTime management and problem-solving skills\nOther duties as assigned.\nEducation and Experience:\nBasic Qualifications\nMaster’s OR Bachelor's degree and 8 - 12 years of biotech/pharma-related business operations/supplier management experience\nPreferred Qualifications:\nLaw or paralegal background preferred.\nStrong external customer service background\nManagerial experience directly managing people and/or leadership experience leading teams, projects, programs or directing the allocation of resources.\nStrong data analytics skills with experience in analytics software, (eg. Spotfire, Tableau, Smartsheet) as well as experience with document management applications (eg. Veeva), and portfolio planning tools and financial systems (eg.
