primary on-site construction management lead for DDOT infrastructure projects, acting as the key liaison between the Contractor, DDOT Project Manager, and field inspection staff.\nThis role is responsible for administering the construction contract, ensuring compliance with plans/specifications, maintaining quality, controlling schedule and cost, and overseeing inspection staff, consistent with DDOT Construction Management Manual requirements.\nThe RE operates under DDOT oversight and supports delivery of complex roadway and bridge projects in active urban environments.\nResponsibilities\nConstruction Management & Contract Administration\n- Administer construction contracts to ensure work is completed in accordance with plans, specifications, schedule, and budget\n- Serve as primary point of contact between contractor and DDOT leadership (PM / Ward Team Leader)\n- Review and resolve RFIs, field issues, and design clarifications\n- Prepare and manage change orders, cost estimates, and contract modifications\nSchedule & Progress Control\n- Monitor contractor progress against baseline and updated schedules\n- Identify and report schedule deviations and risks\n- Lead and participate in progress meetings and coordination meetings\nCost Control & Payments\n- Verify quantities and maintain detailed records of installed work\n- Review and recommend interim and final payments\n- Maintain documentation supporting all pay quantities, changes, and adjustments\nQuality Assurance / Quality Control\n- Ensure all work complies with DDOT specifications and standards\n- Oversee inspection staff and testing activities\n- Review submittals, shop drawings, and certifications\n- Identify and document non-conforming work and corrective actions\nField Oversight & Staff Management\n- Supervise inspectors and office engineering staff\n- Ensure inspection staff are trained in plans, specs, MOT, and safety requirements\n- Review and approve Inspector Daily Reports (IDRs)\n- Maintain daily project diary and records\nDocumentation & Reporting\n- Maintain complete project records for audit compliance (SharePoint / field systems)\n- Track quantities, progress, RFIs, submittals, and change orders\n- Provide regular reporting to DDOT on: Schedule status; Cost impacts; Field issues and risks\nSafety & Compliance\n- Monitor contractor compliance with safety requirements\n- Identify unsafe conditions and require corrective actions\n- Escalate critical safety risks and incidents immediately\nStakeholder & Public Coordination\nCoordinate with:\n- Utilities (DC Water, PEPCO, telecom)\n- Regulatory agencies (DOEE, NPS, USACE as applicable)\n- Respond to public concerns and minimize construction impacts\n- Support DDOT public outreach and communication efforts\nTypical Project Experience: The Resident Engineer will support projects including:\n- Urban roadway reconstruction (MOT-intensive, phased work)\n- Bridge reconstruction over waterways and sensitive areas\n- Utility relocations and coordination\n- Drainage, lighting, and streetscape improvements\n- Work performed under lane closures, night work, and constrained right-of-way\nQaulifications\nMinimum Qualifications\n- Bachelor’s degree in Civil Engineering, Construction Management, or related field\n- Professional Engineer (PE) license required (DDOT expectation for CM/OE-level leadership)\n- Minimum 5+ years of experience in construction management/inspection on highway or bridge projects\n- Experience managing field staff and administering construction contracts\nPreferred Qualifications\n- 10+ years of progressive experience in CM/CI\n- Prior DDOT, SHA, or other DOT experience strongly preferred\nExperience with:\n- MOT / Work Zone Traffic Control\n- Urban utility coordination\n- Environmental compliance (erosion & sediment control, wetlands)\nFamiliarity with:\n- DDOT Construction Management Manual\n- AASHTO, MUTCD, and DDOT Specifications\nTechnical Skills\n- Construction management systems (e.g., FieldManager or similar)\n- Schedule review (CPM)\n- Quantity tracking and pay estimate development\n- Document control systems (SharePoint or equivalent)\nWork Environment\n- Primarily field-based role with significant on-site presence\n- Night work and off-hours construction oversight may be required\n- Work performed in active traffic and urban construction
