This position works closely with application teams, cybersecurity professionals, infrastructure engineers, and government stakeholders to implement and maintain secure identity and access management solutions across the DLA enterprise. The role supports ongoing operational sustainment, modernization initiatives, application onboarding efforts, and future enterprise identity capabilities aligned with Department of Defense strategic objectives. The successful candidate will possess strong technical expertise in identity governance, access management, authentication services, application integration, and identity lifecycle management while effectively communicating with technical and non-technical audiences.Responsibilities\nEngineer, administer, and maintain enterprise ICAM solutions supporting DLA mission operations.\nSupport identity lifecycle management, including account provisioning, deprovisioning, and access governance processes.\nIntegrate enterprise applications with identity and access management services.\nCollaborate with application owners to gather requirements and implement onboarding solutions.\nSupport authentication, authorization, federation, and access management capabilities.\nTroubleshoot identity-related incidents, integration issues, and access-related problems.\nParticipate in platform modernization and enhancement efforts.\nSupport future enterprise identity initiatives and integration efforts across the Department of Defense.\nDevelop and maintain technical documentation, system configurations, implementation procedures, test plans, and operational guides.\nExecute testing activities and document results for deployments and system changes.\nSupport cybersecurity compliance activities, audits, and access reviews.\nIdentify opportunities for automation and process improvement.\nCollaborate with government and contractor stakeholders to communicate project objectives, status, risks, and recommendations.\nParticipate in technical research and development activities to support innovation and modernization objectives.\nMust have the ability to communicate accurate information\nQualifications\nRequired:\nSensitivity Level: Non-Critical Sensitive\nDoD 8140 IAT Level II Certification (e.g., Security+ CE)\nMinimum five (5) years of professional engineering experience.\nMinimum five (5) years of Identity and Access Management (IAM/ICAM) implementation, engineering, or integration experience.\nExperience supporting enterprise identity governance, access management, and identity lifecycle management solutions.\nExperience integrating applications with identity and access management platforms.\nExperience with directory services, authentication, authorization, access provisioning, and access governance concepts.\nExperience troubleshooting complex identity and access management issues.\nKnowledge of authentication and federation technologies.\nExperience developing technical documentation, implementation plans, and operational procedures.\nStrong analytical, problem-solving, and troubleshooting skills.\nStrong written and verbal communication skills with the ability to communicate technical concepts to diverse audiences.\nMust possess an IT-II Non-Critical Sensitive (Tier 3/T3) background investigation or be eligible to obtain and maintain the required investigation prior to onboarding.\nAbility to work effectively in a collaborative environment supporting government and contractor stakeholders.\nStrong troubleshooting and problem-solving skills\nExcellent communication and collaboration abilities\nDesired:\nExperience supporting the Defense Logistics Agency (DLA), Department of Defense (DoD), or other federal government customers. \nFifteen (15) or more years of engineering, systems integration, or ICAM experience. \nExperience with Oracle Identity Manager (OIM) and Oracle Access Manager (OAM). \nExperience supporting Identity Governance and Administration (IGA) solutions within large enterprise environments. \nExperience supporting Oracle Identity and Access Management platform upgrades, migrations, or enterprise modernization efforts. \nExperience supporting enterprise identity modernization initiatives, including migration, transformation, or integration with Department of Defense enterprise identity services. \nExperience integrating enterprise applications with federated identity services. \nFamiliarity with Department of Defense enterprise identity initiatives and architectures. \nExperience supporting Zero Trust implementation efforts and identity-centric security models. \nExperience with application onboarding, access governance, role engineering, and process automation. \nExperience supporting RMF-authorized environments and cybersecurity compliance activities. \nExperience with REST APIs, automation, and scripting solutions. \nExperience with Oracle Cloud Infrastructure (OCI) and a general understanding of cloud-based technologies, applications, and services.\nExperience working in Agile, DevSecOps, or modern software delivery environments. \nExperience leading technical initiatives, mentoring junior engineers, or providing technical leadership across project teams. \nMaster's degree in a technical discipline. \nRelevant industry certifications such as CISSP, CISM, Oracle, Microsoft, or identity and access management
