(ANSER) is seeking a Senior Cyber Excepted Service Policy Analyst to assist the Department of War (DoW) Chief Information Officer (CIO). In this key role, you will provide technical advice and guidance on an array of CES related HR matters to DoD Component leaders, HR offices, and the general workforce.\nThis position does not permit remote or hybrid work with all job duties performed full-time onsite at the Mark Center in Alexandria, VA.\nDay to Day Responsibilities:\nAdvise on the procedural and regulatory requirements governing the CES recruitment process.\nAdvise and/or assist CES component stakeholders throughout the staffing process, tailoring communication to address multiple audiences.\nAdvises component POCs on the proper coding and/or processing of CES personnel actions, using the current automated tools, in accordance with HR statutory and regulatory guidance.\nReview and verify justifications for requesting use of special salary rates, recruitment bonuses, retentions, allowances, and other authorities.\nReview and provide input to the development and/or revision to CES staffing related policies and procedures.\nDevelop associated CES supplemental guidance documents, issue papers, and products that facilitate successful CES oversight.\nResearch and evaluate the interrelationships between various federal personnel systems (e.g. General Schedule (GS), Federal Wage System (FWS), Defense Civilian Intelligence Personnel System (DCIPS), Demonstration Projects (Demos)) and unique components of each system.\nResearch and draft responses to component inquiries.\nAssist in coordinating staff actions across the WID staff.\nAssist the Government Leadership staff when they coordinate/communicate, including calls, responding to email, and interfacing, with stakeholders or their staff at all levels within DOW.\nCoordinate joint efforts with other groups and offices and maintain accountability of all assigned tasks.\nPrepare and assist in the development of briefings, multimedia presentations, white papers, and informational memoranda.\nRequired Qualifications:\nPossess an active Secret security clearance.\nMaster’s degree from an accredited university.\n15+ years of progressive experience directly related to federal workforce policy. Will consider an additional 2 years of direct experience in federal workforce policy and analysis for a total of 17 years with a Bachelor’s degree.\n7+ years’ experience in federal human resources, recruiting or workforce planning within the DoD.\n1+ year of hands on experience with excepted service requirements and federal job classification.\nDemonstrated understanding and knowledge of Title 5, Title 10 and Department of Defense personnel policies.\nAdvanced MS Word and PowerPoint skills; proficient Excel and Outlook application skills.\nPreferred Qualifications:\nPossess strong verbal and written communication skills to represent the interests and positions of DoD CIO.\nHighly motivated professional and capable of managing demanding workload while prioritizing and managing competing priorities.\nExperience with Teams and SharePoint development and management.\nPMP Certification\nPrior experience supporting IT or cyberspace activities with the military services and / or Defense Agencies and Field Activities.\nIndividual salaries are determined by a variety of factors including but not limited to: business considerations, local market, internal equity, candidate qualifications such as skills, education and experience.
