ANSER, whose legal name is Analytic Services, is a not-for-profit research and analysis organisation based in Falls Church, Virginia, supporting US national and homeland security agencies with independent analysis. Established in 1958 for public service rather than profit, it works for defense clients such as the office of the Department of War Chief Information Officer, with most staff on site in secure facilities around Washington, DC. It hires military operations, deception and information planners, systems and test engineers, computer scientists, cybersecurity specialists, financial and budget analysts, policy analysts and technical writers.

Company Overview:

ANSER enhances national and homeland security by strengthening public institutions. We provide thought leadership for complex issues through independent analysis, and we deliver practical, useful solutions. ANSER values collaboration, integrity, and initiative and we are client focused in all that we do. Because we were established for the purpose of public service and not for profit, we measure our success in the impact of our service.

Position Overview:

ANSER is seeking a Senior Strategic Initiatives Action Officer  to support the Washington Headquarters Service (WHS) Facilities Services Directorate (FSD). In this key role, you will provide senior-level analytical, policy, writing, and staff support to FSD leadership while contributing to initiatives that support lifecycle facility management and the day-to-day working environment for senior Department of War (DoW) and other U.S. Government stakeholders.

Day to Day Responsibilities:

  • Provide comprehensive analysis and subject matter expertise across a broad range of FSD initiatives and mission requirements.
  • Support the Director and Deputy Director of FSD in executing projects, developing solutions, and advancing organizational priorities.
  • Represent FSD in interagency, departmental, and external working groups, committees, and task forces.
  • Coordinate with Office of the Secretary of War, military service, and external stakeholders to promote policy alignment and consistency.
  • Research, organize, author, edit, and review executive-level staff packages, including letters, memoranda, reports, guidance documents, issuances, strategies, and other official correspondence.
  • Synthesize information and data from disparate stakeholders and adjudicate conflicting information to identify common themes, connections, and appropriate courses of action.
  • Identify root-cause issues and develop innovative solutions to complex business and organizational challenges.
  • Author draft decision and directive memoranda and other executive-level correspondence for senior leadership review and signature.
  • Apply Department of War (DoW) correspondence requirements, guides, manuals, and style standards to official documents and written packages.
  • Manage revisions and updates to official materials to maintain consistency with established DoW style, branding, and messaging standards.
  • Translate complex technical and organizational information into clear, logical, and actionable written products for senior leaders and stakeholders.
  • Carry assigned projects and initiatives through completion or appropriate transition and perform other duties as assigned.

Required Qualifications:

  • Active Top Secret security clearance.
  • Bachelor’s degree.
  • 20+ years of experience supporting senior general or flag officers and/or SES officials within the DoW. Will accept 15 years of experience with a Masters degree.
  • Comprehensive knowledge of DoW and OSW policies, priorities, strategies, organizational structures, and missions.
  • Experience researching, analyzing, authoring, editing, and reviewing official government documents and executive-level staff packages.
  • Experience developing decision memoranda, directive memoranda, correspondence, reports, guidance documents, strategies, or similar executive-level products.
  • Experience synthesizing information from multiple stakeholders and resolving or reconciling disparate information into cohesive products.
  • Experience applying DoW correspondence requirements, guides, manuals, and style standards.
  • Experience using Microsoft Office applications, including Word, Excel, PowerPoint, and Teams.

Preferred Qualifications:

  • Active TS/SCI clearance.
  • Exceptional oral and written communication skills, including the ability to translate complex technical information into clear, concise language.
  • Professionalism and tact when working with senior Department of War leadership, military personnel, civilian officials, and external stakeholders.
  • High emotional intelligence and the ability to foster productive relationships across diverse military and civilian organizations.
  • Ability to work independently, understand organizational requirements, and take appropriate action on behalf of the organization.
  • Demonstrated ownership of projects and initiatives from inception through completion or transition.
