This role will be based in Waters Tokyo office.\nThe EHS Manager will ensure legal compliance under Japanese regulations while working closely with internal stakeholders and external service providers to promote a strong safety culture, occupational health management, and sustainable operations.\nResponsibilities\nKey Responsibilities:\n1. Regulatory Compliance Management\nEnsure compliance with Japanese environmental, occupational health, and workplace safety regulations\nInterpret and implement requirements under: - Industrial Safety and Health Act (ISHA) - Fire Service Act - Air Pollution Control Act - Water Pollution Control Act - Waste Management and Public Cleansing Act - PRTR Law (Pollutant Release and Transfer Register) - Chemical Substances Control Law (CSCL)\nLiaise with local authorities, labor bureaus, environmental agencies, and fire departments\nMaintain permits, licenses, inspections, and statutory reporting\n2. Occupational Health & Safety Management\nDevelop and implement site safety programs\nConduct workplace risk assessments (Method Statement / JSA)\nInvestigate incidents, near misses, and occupational injuries\nImplement corrective and preventive actions (CAPA)\nMonitor contractor safety and permit-to-work systems\nManage emergency response and evacuation planning\nLead safety committees and toolbox meetings\nManage ISO 45001 Safety Management Systems (if any)\n3. Environmental Management\nMonitor emissions, waste management, wastewater discharge, and chemical handling\nEnsure proper hazardous waste segregation and disposal\nTrack environmental KPIs and sustainability targets\nSupport carbon reduction and ESG initiatives\nManage ISO 14001 Environmental Management Systems (if any)\n4. Health Management\nLead & coordinate employee medical surveillance and annual health checks\nLead & manage industrial hygiene exposure programs\nLead & manage stress check compliance (mandatory in Japan)\nCoordinate ergonomics and mental wellness initiatives\nWork with occupational physicians (産業医 / Sangyoi)\n5. EHS Management Systems & Audits\nImplement and maintain the following ISO systems (if any): - ISO 14001 - ISO 45001\nConduct internal audits and support external certification audits\nDevelop SOPs, risk registers, and compliance documentation\nDrive continuous improvement initiatives\nLead and manage external HSE compliance audits\n6. Training and Safety Culture\nConduct EHS induction training\nDeliver emergency drills and fire response exercises\nTrain employees on hazardous materials, lockout/tagout, biosafety, risk assessment, etc.\nPromote behavioural safety and safety culture programs - BBS Awareness Training, Safety Observer Training, Good Catch / Near miss initiatives\n7. Reporting & Stakeholder Coordination\nPrepare EHS reports for management and regional/global HQ\nCoordinate with commercial, operations, HR, legal, and facilities teams\nSupport customer audits and insurance inspections\n8. Regional Collaboration\nAlign EHS strategies and share best practices within APAC/GRC region\nParticipate in regional EHS initiatives and continuous improvement programs\nSupport standardization of EHS processes across the region\nSupport facility management related tasks where required\nAny other EHS/ESG related task as assigned by the Supervisor\nQualifications\nQualifications:\nBachelor’s degree in Occupational Health & Safety, Environmental Science, Engineering, or related field;\nAt least 6+ years of EHS-related experience (laboratory, manufacturing, or corporate environment preferred).\nProfessional Certifications such as Safety Officer, Hazardous Materials Handler, ISO 14001/45001 Lead Auditors, NEBOSH, Certified Safety Professional (CSP) preferred;\nPrior experience in laboratory Bio-Safety (BSL-2,3,4) management;\nCompetency & Skills:\nEnglish literacy - Able to speak and write in fluent English language;\nStrong documentation and reporting discipline;\nAbility to manage multiple priorities in a resource-limited environment;\nPractical, logical and hands-on problem-solving approach;\nAbility to work effectively with indirect resources & stakeholders (external parties, other internal BUs)\nAble to perform regional travel as and when required\nCompany Description\nWaters Corporation (NYSE:WAT) is a global leader in life sciences and diagnostics, dedicated to accelerating the benefits of pioneering science through analytical technologies, informatics, and service.
