Because we were established for the purpose of public service and not for profit, we measure our success in the impact of our service.\nPosition Summary\nANSER is seeking an Operations Research Analyst to support the Naval Air Warfare Center Aircraft Division (NAWCAD), Webster Outlying Field (WOLF), Special Communications Mission Solutions (SCMS) Division. The SCMS Division operates as the organic Lead Systems Integrator (oLSI®) and provides in-service engineering, maintenance, repair, and rebuild of Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems.\nIn this role, you will formulate and apply mathematical modeling, analytical techniques, and other optimization methods to develop and interpret information that supports management decision-making, policy formulation, and other managerial functions. You will collect and evaluate data, develop decision-support products and methodologies, and provide analytical insights that support Division objectives and mission requirements.\nDay-to-Day Responsibilities\nFormulate and apply mathematical models, optimization techniques, and analytical methods to support management decision-making and policy formulation.\nCollect, organize, analyze, and evaluate data to develop actionable insights and decision-support information.\nDevelop decision-support software, services, tools, and/or products to address program and Division requirements.\nDevelop and apply analytical methodologies, frameworks, and approaches to address complex Division objectives and drive measurable results.\nAnalyze operational, programmatic, and technical data to identify trends, relationships, risks, and opportunities.\nDevelop and provide optimal time, cost, resource, or logistics networks to support program evaluation, review, planning, or implementation.\nApply operations research techniques to evaluate alternatives and support effective resource allocation and mission planning.\nTranslate analytical results into clear recommendations and decision-support information for management and stakeholders.\nSupport the development of analytical models and tools that improve program planning, evaluation, and implementation.\nReinforce Division information-sharing objectives by supporting an environment focused on net-centricity, data sharing, collaboration, and effective use of information.\nDevelop methodologies and analytical approaches that promote consistent, repeatable, and data-driven decision-making.\nCollaborate with technical, programmatic, and Government stakeholders to understand requirements and develop appropriate analytical solutions.\nPrepare analytical products, reports, visualizations, and presentations to communicate findings and recommendations.\nSupport continuous improvement efforts by identifying opportunities to improve analytical processes, information sharing, and decision-support capabilities.\nRequired Qualifications\nActive DoD Secret security clearance.\nBachelor’s degree in any discipline plus a minimum of 3 years of relevant experience; OR an Associate’s degree plus 4 additional years of experience related to the position’s duties; OR 6 additional years of experience related to the position’s duties in lieu of a degree.\nExperience applying analytical, mathematical, statistical, operations research, or optimization techniques to support organizational or program objectives.\nExperience collecting, analyzing, and interpreting data to support decision-making.\nAbility to develop and apply analytical methodologies, frameworks, and approaches to address complex problems.\nAbility to translate analytical findings into clear, actionable information for management and stakeholders.\nStrong problem-solving and critical-thinking skills.\nAbility to work collaboratively with technical, programmatic, and Government stakeholders.\nOnly candidates who currently reside within a reasonable commuting distance to job location (50 miles) will be considered. This positions requires hybrid work schedule with several days a week in the office.\nPreferred Qualifications\nExperience supporting Department of Defense or other Government programs.\nExperience with mathematical modeling, optimization, simulation, forecasting, or other operations research techniques.\nExperience developing decision-support tools, software, services, or analytical products.\nExperience developing time, cost, resource, or logistics models and networks.\nExperience with data visualization and analytical reporting tools.\nExperience developing analytical frameworks and methodologies for complex organizational or program requirements.\nStrong written and verbal communication skills.\nStrong analytical, organizational, and problem-solving skills.\nAbility to communicate complex analytical concepts and findings to both technical and non-technical audiences.\nExperience supporting data-sharing, collaboration, and net-centric information environments.\nStrong attention to detail and commitment to data accuracy and analytical quality.\nAbility to work effectively in a customer-driven, mission-focused environment.\nIndividual salaries are determined by a variety of factors including but not limited to: business considerations, local market, internal equity, candidate qualifications such as skills, education and experience.
