We primarily work remotely but have a hub in Denver.\nPosition Overview:\nThe Program Manager owns the portfolio of Cybersecurity Services provided to the State of Texas and is the single point of accountability for delivery performance. Apollo is responsible for a continuously replenishing portfolio of assessments, advisory and incident engagements, and managed service onboardings, each with its own customer, schedule and acceptance criteria, governed by one set of contractual obligations and a single prime relationship. This is a customer-facing, hands-on program leadership role. Success is measured by engagements landing on time, deliverables accepted on first submission, clean financials, and a prime contractor who never has to ask Apollo where something stands.\nKey Responsibilities:\nOwn the full delivery lifecycle for the portfolio of concurrent engagements under the DIR MSS contract\n\nMaintain program- and project-level plans, milestone schedules, and RAID logs\n\nRun the full delivery cadence including managing the full-service request and task order lifecycle (intake, scoping, estimate, execution, delivery, acceptance, closeout)\n\nServe as the primary liaison between Apollo leadership, business units, SAIC, DIR, customer stakeholders, and Apollo's project manager, assessment and engineering teams\n\nSet the communication and escalation cadence for each engagement\n\nOwn the program budget , with support from Project Managers, across all projects, including the revenue/cost forecast, staffing and vendor costs, and margin and utilization reporting by engagement and total program\n\nIdentify cross-project risks and issues threatening program-level objectives\n\nManage Apollo’s CJIS program including ensuring all members are cleared through the background investigation process, providing recurring reporting as necessary\n\nContribute to PMO process and tooling improvement, and support capture/proposal activity with delivery estimates and past performance data from the program.\n\nDevelop update reports to key stakeholders internally and externally to ensure no gaps in prime or Apollo understanding of program and project statuses\n\nQualifications\nRequired\nDemonstrated delivery experience in cybersecurity, IT managed services, or technology consulting (assessments, security operations, incident response, or compliance).\n\nExperience delivering under a government contract (state, local, education, or federal), including deliverable acceptance, contractual reporting, and audit expectations.\n\nDirect ownership of a program budget including forecasting, spend tracking, invoicing, and margin reporting.\n\nProven ability to manage a prime contractor or channel partner relationship from the subcontractor side, including flow-down obligations and joint governance.\n\nFluency with a Professional Services Automation platform (Cloud Coach, Kantata, OpenAir, Certinia, or comparable) and with Microsoft 365, SharePoint, Teams, and Excel.\n\nExceptional written communication and strong facilitation.\n\nRigorous organizational discipline with attention to detail and follow-through\n\nAble to pass a fingerprint-based background investigation, meet CJIS personnel security requirements, and maintain that eligibility throughout employment.\n\nBased in Texas\n\nPreferred\nPMP or PMI-ACP Certification\n\nDirect experience with Texas DIR contract vehicles and the Texas public sector customer base.\n\nFamiliarity with the Texas Cybersecurity Framework, Texas Administrative Code §202, TX-RAMP, NIST CSF, NIST SP 800-53, and the CIS Controls.\n\nWorking knowledge of the CJIS Security Policy beyond personnel vetting requirements.\n\nExperience with services revenue recognition across time-and-materials, fixed-fee, and milestone-based structures.\n\nPrior experience managing a subcontract under a large systems integrator such as SAIC, Leidos, Accenture, or Deloitte.\n\nBased in Austin or Central Texas.\n\nExpectations:\nAt 30 days:\nObserve current Program Manager across customer calls\n\nReview SOW, rate card, and active task orders\n\nBuild an inventory of engagements, commitments, and open risks\n\nWithin 60 days:\nAssume joint ownership of the reporting cadence, obligations register, forecast, and clearance roster alongside the current Program Manager\n\nCapture undocumented context (customer historical preferences, escalation paths etc.) into the program playbook.\n\nBy 90 days:\nRun the program\n\nOwn the forecast, escalation path, and SAIC governance cadence outright, with the outgoing Program Manager available only for consultation\n\nDeliver the first full monthly program review\n\nCompany Values\nWe have created a fantastic corporate culture - our values drive our behaviors.
