This\ncontract will provide Command, Control, Communications, Computers and\nIntelligence (C4I)/Information Technology (IT) electronic systems\nequipment, infrastructure, engineering, design, installation, Supply and\nWarehouse support to Naval Information Warfare Center Pacific (NIWC\nPacific) during design, installation, configuration, and transition to\noperations of the IT infrastructure for multiple facilities. This\ninitiative aims to design, plan, procure, and implement comprehensive IT\nsolutions within the NC3 Alert Campus/Facility. The NC3 Alert Campus\nwill enable seamless communication and collaboration among stakeholders,\nensuring a unified and resilient cybersecurity posture. Services\nrequired include design, installation, termination, test, and\ndocumentation of network and desktop devices, peripherals, IT cabling\nincidental to end user client and network installation, rack, power\ndistribution units (PDU) and incident to the installation of C4I/IT\nelectronic systems, installation of C4I/IT electronic systems equipment\nas assigned and in accordance with government installation design plans\n(IDP), the NIWC Pacific Shore Installation Process Handbook (SIPH) and\nproject sponsor processes, and associated logistical support.\nSpecific Duties / Tasks (include, but not limited to):\n- Supports the NIWC Pacific embedded engineering team in the\ndevelopment of integrated, cost-effective network systems designs\nthat meet USSTRATCOM requirements.\n- Lead and assist in developing network-focused Top-Level Designs\n(TLD). Create, revise, and maintain AutoCAD technical drawings for\nnetwork topology, cable pathways, rack elevations, and connectivity;\nparticipate in interim and final reviews to ensure alignment with\nrequirements and project constraints\n- Network Systems Design & and Technical Drawings - Design and\ndocument enterprise network architectures, including structured\ncabling, rack layouts, PDUs, fiber/copper plant, and C4I/IT system\ninterconnects. Develop detailed technical drawings and 2D/3D models\nin AutoCAD (Revit or SolidWorks as needed) to produce installation\ndesign plans (IDPs) that comply with NIWC Pacific SIPH, government\nstandards, and project specifications.\n- Technical Expertise & Problem-Solving - Interpret engineering\ndesigns, network diagrams, blueprints, and schematics and translate\nthem into accurate AutoCAD drawings; resolve design conflicts,\noptimize cable pathways and equipment layouts, and ensure drawings\nare constructible and maintainable in multi-enclave environments.\n- Collaboration & Documentation - Work closely with network/IT\nengineers, architects, and project teams to refine network designs,\nproduce AutoCAD technical drawings, and maintain as-built\ndocumentation, and ensure accuracy of project deliverables.\n- Work closely with network and IT engineers to capture and document\ntesting, installation, configuration, optimization, operations, and\nIA-compliance procedures/methods/instructions for network systems\n- Make recommendations for improving the design and content of network\ndesign packages and supporting engineering documents\n- Identify document production timelines/milestones and\nincorporate/track all within the overall project schedule(s)\n- Lead network design documentation and AutoCAD drawing-package\ndevelopment, including redlines, as-builts, and final technical\ndrawing sets\nRequirements:\n- 6 to 8 years of network systems design experience (structured\ncabling, LAN/WAN, C4I/IT infrastructure), including substantial\nAutoCAD experience developing technical drawings\n- Strong AutoCAD skills required for producing technical drawings;\nAutoCAD certification preferred\n- Experience supporting the design, installation, configuration,\ndevelopment, integration, implementation, and testing of network and\nIT services in a complex environment with multiple classification\nenclaves, integrated with C2 systems and associated information\nassurance processes/procedures;
