objectives.\nRequirements\nProgram and Contract Management\nServe as the primary contractor point of contact for the Contracting Officer (KO), Contracting Officer's Representative (COR), OCIO leadership, and other Government stakeholders.\nProvide overall leadership, management, and oversight of all contract activities, personnel, subcontractors, and technical service delivery.\nEstablish and enforce program management processes, performance standards, schedules, quality controls, and operational procedures.\nManage contract financial performance, including budgets, cost controls, funding execution, labor allocations, and expenditure reporting.\nDevelop, implement, and maintain the Program Management Plan (PMP) in accordance with contract requirements, including CDRL A001.\nMonitor program schedules, milestones, deliverables, and performance metrics to ensure compliance with contractual requirements.\nIdentify, assess, document, and mitigate program risks, performance deficiencies, and operational challenges.\nManage multiple simultaneous projects, Technical Directives (TDs), and subcontractor activities.\nLead transition-in and transition-out planning to ensure continuity of mission-critical IT services.\nPersonnel and Resource Management\nDirect and supervise contractor personnel across multiple technical and functional disciplines.\nEstablish and maintain a clearly defined organizational structure, reporting hierarchy, and escalation procedures.\nCoordinate workforce planning, recruitment, onboarding, personnel allocation, training, and retention activities.\nEnsure all assigned personnel possess the required security clearances, technical certifications, education, and experience before performing applicable contract tasks.\nMonitor staffing levels, workforce utilization, skills alignment, and resource availability to meet evolving mission requirements.\nCollaborate with OCIO leadership to evaluate resource allocation and recommend adjustments based on operational priorities.\nMaintain accurate staffing records, organizational charts, personnel directories, and reporting structures.\nTechnical Leadership and Oversight\nProvide technical leadership and management oversight for enterprise IT operations, including systems administration, network engineering, cybersecurity, application development, cloud services, and IT service management.\nOversee the planning, design, implementation, integration, modernization, and sustainment of enterprise IT solutions.\nMaintain working knowledge of emerging technologies, including artificial intelligence (AI), machine learning, advanced analytics, cloud architectures, virtualization, and automation.\nEnsure IT services comply with applicable Army and DoD cybersecurity policies, technical standards, and regulatory requirements.\nProvide oversight of DoD Risk Management Framework (RMF) activities, cybersecurity documentation, system authorization requirements, and network configuration management.\nCoordinate with technical leadership to identify opportunities for operational efficiency, process automation, technology modernization, and continuous service improvement.\nSupport the implementation and improvement of IT Infrastructure Library (ITIL)-aligned service management practices.\nGovernment Relations and Performance Reporting\nMaintain effective working relationships with Government leadership, program stakeholders, subcontractors, and technical teams.\nPrepare and deliver executive-level briefings, program status presentations, and contract performance reviews.\nProvide accurate and timely reports covering program costs, schedules, staffing, accomplishments, risks, issues, and performance metrics.\nOversee preparation and submission of contract deliverables, including Enterprise IT Performance Metrics (CDRL A002) and the Contracting Officer's Management Report (CDRL A003).\nTrack key performance indicators (KPIs), service-level agreements (SLAs), customer satisfaction, and service delivery effectiveness.\nParticipate in technical working groups, cybersecurity reviews, architecture meetings, program management reviews, service desk reviews, and strategic planning sessions.\nPromptly communicate significant incidents, risks, performance deficiencies, and corrective actions to Government stakeholders.\nPresent recommendations to Government leadership to enhance service delivery, improve operational effectiveness, and reduce program risks.\nRequired Qualifications\nActive DoD Secret security clearance and ability to maintain the clearance throughout contract performance.\nU.S. citizenship.\nDemonstrated experience managing complex Federal Government or DoD enterprise IT support services contracts.\nProven experience leading multidisciplinary technical teams supporting enterprise IT infrastructure, cybersecurity, network operations, cloud environments, and IT service delivery.\nStrong understanding of Federal contract management, cost controls, workforce management, performance reporting, and contract deliverable requirements.\nWorking knowledge of DoD cybersecurity requirements, RMF processes, Army IT policies, and associated security documentation.\nExperience overseeing IT projects throughout planning, design, implementation, operations, and sustainment.\nDemonstrated ability to manage subcontractors, coordinate staffing requirements, address performance issues, and maintain accountability across technical teams.\nExperience developing program management plans, risk management strategies, performance dashboards, and executive-level status reports.\nExcellent leadership, organizational, analytical, problem-solving, written communication, and presentation skills.\nAbility to work full-time on-site at Redstone Arsenal, Alabama, and satisfy applicable installation access requirements.\nAbility to support occasional after-hours mission requirements and approved travel.\nPreferred Qualifications\nBachelor's or Master's degree in Information Technology, Computer Science, Cybersecurity, Engineering, Business Administration, Project Management, or a related field.\n10+ years of progressive IT program delivery experience, including at least 5 years managing Federal or DoD IT programs or contracts.\nProject Management Professional (PMP) certification.\nITIL Foundation or higher certification.\nExperience supporting U.S. Army aviation organizations, PEO/CPE organizations, or other Army acquisition commands.\nExperience managing large-scale IT operations involving multiple technical disciplines, Government stakeholders, and subcontractor teams.\nExperience with Army and DoD network environments, including classified and unclassified enterprise systems.\nFamiliarity with DoD 8140 cybersecurity workforce requirements, RMF authorization processes, and DoD information assurance
