This role will work closely with Product Owners, Platform Teams, Business Analysts, Security personnel, and stakeholders to modernize financial management business processes through scalable ServiceNow solutions.\nThe Senior Developer will serve as a technical leader responsible for architecture decisions, application design, platform optimization, integrations, security compliance, and Agile delivery execution. The position requires experience developing and supporting ServiceNow solutions within a federal government environment and a strong understanding of DevSecOps practices.\nEssential Duties and Responsibilities\nLead the design, development, testing, deployment, and maintenance of custom ServiceNow scoped applications.\nDesign scalable solutions that support HHS financial management business processes and reporting requirements.\nCollaborate with Product Owners and stakeholders to refine requirements and translate business needs into technical solutions.\nDevelop and review user stories, technical designs, workflows, forms, integrations, and automation solutions.\nPerform ServiceNow platform configuration, customization, and enhancement activities.\nDesign and implement integrations with external systems and data sources.\nParticipate in Agile ceremonies including sprint planning, backlog refinement, reviews, and retrospectives.\nSupport platform upgrades, patching activities, and plugin implementations.\nConduct code reviews and mentor junior developers.\nTroubleshoot application defects and perform root cause analysis.\nDevelop dashboards, reports, and performance analytics.\nEnsure compliance with HHS security, privacy, and accessibility requirements.\nSupport ATO activities, security assessments, vulnerability remediation, and audit responses.\nCreate and maintain technical documentation, deployment plans, and user guides.\nSupport production releases, rollback planning, and post-deployment activities.\nProvide after-hours support during critical upgrades, releases, or incident response activities as needed.\nRequirements\nRequired Qualifications\nBachelor's degree in Computer Science, Information Systems, Engineering, or related field.\nMinimum 7 years of software development experience.\nMinimum 5 years of hands-on ServiceNow development experience.\nExperience developing custom scoped applications within ServiceNow.\nExperience with JavaScript, ServiceNow APIs, Flow Designer, IntegrationHub, and Service Portal.\nExperience implementing Agile and DevSecOps methodologies.\nExperience supporting enterprise SaaS platforms.\nStrong understanding of ITSM, ITOM, and platform governance principles.\nExperience performing code reviews and providing technical leadership.\nStrong written and verbal communication skills.\nAbility to work effectively in a federal government environment.\nPreferred ServiceNow Certificati ons\nCertified System Administrator (CSA)\nCertified Application Developer (CAD)\nCertified Implementation Specialist (CIS)\nCertified Technical Architect (CTA)\nCertified Application Specialist certifications relevant to platform capabilities\nPreferred Experience\nExperience supporting federal government agencies.\nExperience supporting HHS, CMS, NIH, CDC, FDA, or other federal financial management organizations.\nExperience with ServiceNow platform upgrades and enterprise implementations.\nExperience with Zero Trust architecture initiatives.\nExperience supporting FISMA, NIST 800-53, ATO, and FedRAMP compliance requirements.\nExperience with financial management, reporting, grants, acquisition, or budget systems.\nExperience designing enterprise integrations and multi-tenant data models.\nExperience mentoring and leading development teams.\nSecurity Clearance Requirements\nAbility to obtain and maintain a Public Trust background investigation (HHS Position Sensitivity Level 5/Moderate Risk).\nU.S. Citizenship required.\nWork Location\nRemote with occasional travel to HHS facilities in Washington, DC, as required.\nHybrid support model supporting government, contractor, and remote
