Residential Manager - Residential Rehabilitation Program

Arundel Lodge is seeking a compassionate, organized, and experienced Residential Manager Mental Health to provide leadership and management oversight for assigned programs within our Residential Rehabilitation Program (RRP).

The Residential Manager plays a key leadership role in ensuring that residential programs provide high-quality, person-centered, recovery-oriented psychiatric rehabilitation services. This position directly supervises and develops Program Managers while providing oversight of staffing, service delivery, documentation, safety, regulatory compliance, client care, and overall program performance.

The Residential Manager serves as the management link between the Rehabilitation Director and Program Managers, providing guidance, accountability, problem-solving, and support for effective day-to-day program operations.

    • Directly supervise assigned Program Managers through regular supervision, coaching, leadership development, performance evaluation, and clear performance expectations.
    • Provide oversight and accountability for day-to-day residential operations, including staffing, documentation, service delivery, client care, medication processes, safety, facilities, communication, and regulatory requirements.
    • Monitor program performance through audits, site visits, reports, incident information, staffing data, documentation, billing information, and other performance indicators.
    • Identify performance trends, deficiencies, and operational concerns; establish corrective expectations and monitor progress toward resolution.
    • Escalate significant or systemic concerns to the Rehabilitation Director.
    • Provide management-level oversight of staffing, including vacancies, coverage, call-outs, overtime, turnover, and other workforce concerns.
    • Support Program Managers with complex staffing and personnel matters and collaborate with Human Resources and Recruitment as appropriate.
    • Provide management coverage and support during Program Manager vacancies or extended absences.
    • Monitor documentation, service delivery, and billing performance and ensure deficiencies are addressed through coaching, training, corrective action, or other interventions.
    • Ensure programs provide person-centered, recovery-oriented psychiatric rehabilitation services that promote independence, recovery, community integration, and development of daily living skills.
    • Provide oversight of significant medication, pharmacy, medical coordination, and client-care concerns.
    • Coordinate with clinical providers, Health Home, pharmacy providers, and other service providers as needed.
    • Maintain oversight of residential homes, vehicles, facilities, environmental and safety concerns, emergency preparedness, and security systems.
    • Review significant incidents and safety concerns, ensure appropriate corrective actions are completed, and monitor patterns and trends.
    • Maintain working knowledge of applicable residential rehabilitation requirements and ensure programs comply with COMAR, Medicaid, CARF, contractual, and agency requirements.
    • Support regulatory and accreditation readiness and ensure corrective actions from inspections, audits, and compliance reviews are implemented and sustained.
    • Provide management oversight of residential referrals, admissions, transitions, and discharges.
    • Collaborate with OMHC, community-based psychiatric rehabilitation programs, Health Home, Supported Employment, Compliance/Quality Assurance, Human Resources, Facilities, Finance, and other departments.
    • Participate in Residential leadership, interdisciplinary, and agency meetings as appropriate.
    • Promote consistency across Residential Rehabilitation programs by supporting common policies, systems, expectations, and performance standards.
    • Participate in special projects and perform other related duties as assigned.

Education & Required

    Education:

    • Bachelor's degree in Psychology, Social Work, Human Services, or a related field preferred.
    • Certified Psychiatric Rehabilitation Practitioner (CPRP) credential preferred.
    • Experience:

      • Experience working in psychiatric rehabilitation required.
      • Previous supervisory or management experience in behavioral health, psychiatric rehabilitation, residential services, or a related human services setting preferred.
      • Knowledge of recovery-oriented and person-centered psychiatric rehabilitation practices.
      • Required Skills and Abilities:

        • Strong leadership, organizational, communication, and problem-solving skills.
        • Ability to manage multiple programs, priorities, and operational responsibilities effectively.
        • Ability to exercise sound judgment and work independently.
        • Strong documentation and computer skills.
        • Ability to respond effectively to changing priorities, urgent program needs, and complex situations.
        • Ability to establish and maintain effective working relationships with employees, persons served, families, providers, and community partners.
        • Valid driver's license and ability to travel between residential program locations as required.
