As the Program Manager for Chemical Management Services (CMS), you will ensure safe, compliant, and uninterrupted delivery of hazardous materials vital to aircraft maintenance operations across multiple locations.\nASRC Federal’s Defense organization provides end-to-end chemical management, logistics integration, and mission sustainment support to key DoW customers. This program delivers hazardous material demand forecasting, procurement, warehousing, distribution, environmental compliance, and customer support for DoW aviation maintenance locations. You’ll lead a high-impact team that keeps maintenance operations supplied and mission-ready.\nKey Responsibilities\nAs the Program Manager you will:\nServe as the primary customer interface, overseeing cost control, schedule performance, risk management, logistics analysis, and application of commercial best practices.\nEstablish program milestones, monitor adherence to master plans and schedules, identify performance issues, and drive resolution through resource allocation or contractual changes.\nCoordinate development of proposals, business plans, operating budgets, statements of work, and contract terms/conditions.\nLead hazardous materials demand analysis, inventory forecasting, warehousing, receiving, storage, tracking, and delivery operations.\nEnsure full environmental and safety compliance, including EPA/OSHA/DoD regulations and hazardous material handling standards.\nOversee employee training programs, ensuring workforce readiness and compliance with all hazardous material procedures.\nDevelop and manage a robust Quality Management System (QMS) and Quality Control Plan, including tracking Acceptable Performance Levels (APL) and driving continuous improvement.\nUtilize Business Intelligence tools, Warehouse Management Systems (WMS), Inventory Management Systems (IMS), and Hazardous Materials/Environmental Management applications.\nBuild and sustain strong customer relationships with FRC leadership, DLA Aviation representatives, and other Government stakeholders.\nAuthor, monitor, and report internal metrics, program plans, and Standard Operating Procedures (SOPs).\nIdentify opportunities to expand program scope, enhance services, and develop new Defense logistics capabilities.\nMinimum Requirements\nBachelor’s degree in a related field.\nMinimum 10 years’ experience managing resources and personnel for complex programs in a military government defense environment.\nExperience with hazardous materials management.\nStrong critical-thinking skills, including root-cause analysis and development of corrective actions.\nExcellent communication skills and the ability to build strong relationships across all levels of Government customer leadership.\nU.S. Citizenship, required for customer site and other accesses.\nDesired Qualifications\nDemonstrated leadership within DLA, DoW, or Defense logistics programs.\nExperience implementing or managing QMS / ISO 9001 quality frameworks.\nProficiency with WMS/IMS and hazardous material inventory systems; proficiency with BI tools and reporting platforms.\nExperience developing SOPs, metrics, and process improvement initiatives.\nAbility to operate effectively in a mission-driven, fast-paced Defense logistics environment.\nIf you’re driven by operational excellence and ready to lead a high-impact Defense logistics program, we’d love to have you on our team.
