This role orchestrates key transformation programs, executive communications, resource planning, and operational governance across Commercial, R&D, Operations, Cyber Security, Quality, and Enterprise Technology Services.\nDUTIES & RESPONSIBILITES\n1. Portfolio & Program Management\nManage the China IT portfolio and transformation roadmap.\nEstablish and maintain portfolio governance processes.\nTrack strategic initiatives, milestones, dependencies, risks, and benefits realization.\nSupport prioritization of investments and initiatives aligned with China business objectives.\nEnsure consistency of project delivery methodologies across China IT.\n2. Governance & Executive Reporting\nDrive IT leadership governance forums and operating cadence.\nCoordinate monthly, quarterly, and annual business reviews.\nProduce executive dashboards, KPI reports, and leadership presentations.\nTrack action items and decisions from ITLT, CIO reviews, and Steering Committees.\nEnsure transparency of progress, risks, issues, and resource constraints.\n3. Strategy Execution & Transformation\nSupport execution of China IT strategy and key transformation programs.\nFacilitate alignment between China IT and Global IT initiatives.\nCoordinate cross-functional programs involving Commercial, R&D, Operations, Infrastructure, Cyber Security, and Data & AI.\nLead organizational change management activities to support adoption and business outcomes.\n4. Resource & Financial Management\nSupport annual planning, budget management, and investment tracking.\nTrack CapEx and OpEx performance against plans.\nMonitor resource demand, capacity, and utilization.\nProvide insights to optimize resource allocation and vendor engagement.\n5. Communications & Stakeholder Management\nDevelop leadership communications and strategic narratives.\nPrepare executive presentations, town halls, and leadership updates.\nAct as the coordination point between China IT LT, Global IT leadership, and business stakeholders.\nMaintain strong relationships across internal and external partners.\n6. Operational Excellence\nEstablish program management standards, templates, and best practices.\nDrive continuous improvement across governance and delivery processes.\nMonitor risks, compliance requirements, and delivery health.\nPromote data-driven decision making and accountability culture.\nJOB REQUIREMENTS & COMPETENCIES\n- Bachelor's degree in Information Technology, Computer Science, Business Administration, Engineering, or related discipline.\n- MBA or advanced degree preferred.\n- Technical / skill training\no Microsoft Copilot\no Power BI\no ServiceNow\no Microsoft Project / Planner\no Excel / PowerPoint\no Portfolio Reporting Tools\n- 8+ years of experience in PMO, Program Management, IT Strategy, or Transformation Office roles.\n- Experience managing complex cross-functional portfolios.\n- Experience working in global organizations and matrix environments.\n- Experience supporting senior executives and leadership teams.\n- Pharmaceutical, healthcare, or highly regulated industry experience preferred.\n- Proficient in spoken and written Chinese and English\nEssential ：\n1.
